The Commercial Assurance lead will provide leadership and direction to the Commercial Assurance Team. The job holder will manage the teams activity to ensure compliance with governance policies and procedures. The Lead will be supporting the procurement and delivery teams in delivering economic environmental and social outputs in the business case. They will liaise and influence procurement and delivery teams in achieving the procurement delivery milestones and best value.
Principal Accountabilities
- Work closely with Project Controls the Head of Procurement Operations and all procurement leads to co-ordinate and manage the assurance activity. Lead point of contact for procurement and delivery teams for Assurance Governance and Audit.
- Assist the Head of Commercial Policy & Assurance in developing the Procurement policies strategies and delivery plans. Support the development of the Procurement Code setting out assurance processes procedures and templates.
- Support the procurement teams adherence to standards for Commercial Policy & Assurance including maintaining updates providing a centre of best practice and leading on stakeholder engagement and the approach to responsible procurement.
- Ensure that the Commercial Assurance plan reflects the broader approval environment and provides rigorous review assurance and feedback.
- Develop and maintain plans management controls information processes and systems to support the timely delivery of all assurance activity.
- Lead the assurance team to deliver the assurance activities.
- LoD1 (interdepartmental) - lead a complete review of a version-controlled set of documents and provide a concise professional report to the authors and the appropriate Governance authority. Provide a summary assurance statement and a log of issues to be addressed.
- LoD2 (Semi-Independent) - work with the PMO team to effectively plan the LoD2 activity and provide a collated and version-controlled set of documents to support the LoD2 activity.
- LoD3 (Fully Independent) support the PMO team in their management of the LoD3 activity by providing a collated and version-controlled set of documents.
- Provide accurate and timely information about progress and plans to the leadership team and project controls via monthly commercial and procurement progress reports.
- Participate in any progress meetings to discuss procurement and assurance plans and progress.
- Plan and manage the resourcing of the Assurance team developing a pro-active and positive culture.
- Ensure the team are fully trained and up to date on the relevant best practice EU procurement directives Irish Law and other statutes.
- Use the team to develop and deliver Commercial Assurance training development for procurement teams and the wider team.

Experience Skills and Qualifications
- Experience of public sector e-procurement and constraints. Have a good understanding of business and procurement management systems.
- Experience with procurement of European procurement directives EU public/utilities civil contract law and construction procurement as a client or for client bodies.

- Experience of managing a team of for the purposes assurance or procurement.
- Experience within procurement and contract management functions in a range of construction. engineering and service-oriented areas and in a demanding safety critical environment.
Skills
- Understanding and knowledge of the relevant supply markets and effective application of value for money strategies and solutions.
- Knowledge and understanding of the complete procurement contract management and supplier relationship management cycle Knowledge of the NEC and other standard contract forms and commercial risks.
- Proficient in Microsoft Office applications.
- Ability to protect the confidentiality integrity and availability of corporate information from unauthorised disclosure modification or destruction. Never knowingly put information or information systems at risk.
- Demonstrate expertise in authoring documenting and upholding technical standards guidelines and workflows.
- Ability to identify gaps in information governance and suggest recommended solutions.
- Strong attention to detail and accuracy in developing structured documentation and ensuring compliance with standards.
- Excellent communication and collaboration skills with the ability to translate complex information management concepts into clear actionable guidance.
- Ability to assess refine and continuously improve information management protocols and documentation.
- Ability to work effectively in a team environment.
- Ability to co-ordinate and communicate important information across team.
- Ability to develop long term relationships with all team members and effectively balance people and processes.

Qualifications :
Formal Education Qualifications
- Minimum level 8 degree in engineering construction or a related subject matter or equivalent experience.
- Advanced Diploma in Public Procurement Law (Kings Inns) or equivalent is desirable.
Professional Memberships
- A professional qualification such as Engineers Ireland (IE) Institute of Civil Engineers (ICE) Chartered Institute of Procurement & Supply (CIPS) Royal Institute of Chartered Surveyors (RICS).
- Membership of Institute of Management Consulting or Association of Project Management Project Management Institute (PMI)
