TITLE: Human Resources Coordinator

REPORTS TO: Director Human Resources

POSITION SUMMARY

Work independently and in conjunction with the human resources staff to provide technical assistance to the director of Human Resources. This position processes all aspects of staffing hiring and employment including budget and employee record verification and maintenance compensation leaves and resignations. This position may include but not be limited to the following performance responsibilities qualifications knowledge skills and abilities.

Preferred Education and Experience

  • Job related experience within specialized field is required
  • Bachelors degree in Human Resources or related field
  • HELP Certification through WSPA is preferred
  • Three (3) or more years experience in public school personnel office or public agency involving management and administration of diverse personnel activities as well as experience using computerized systems (WESPaC/Skyward)

Special Requirements

  • Successful Washington State Patrol and Federal Bureau of Investigation fingerprint clearance
  • I-9 employment eligibility in compliance with the Immigrations Reform and Control Act
  • HIV/HBV training (obtain within 60 days of hire date District provided)
  • Human Resources new hire training (obtain within 60 days of hire date District provided)

Knowledge Skills Abilities

  • SKILLS are required to perform multiple highly complex technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: planning and managing projects; preparing and maintaining accurate records; operating standard office equipment; planning and managing projects; and utilizing pertinent software applications.

  • KNOWLEDGE is required to perform salary and benefit calculations; read technical information compose a variety of documents and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: personnel practices applied within a school district environment; interpreting contract language; and codes regulations & laws related to the job functions.

  • ABILITY is required to schedule a significant number of activities meetings and/or events; routinely gather collate and/or classify data; and consider a variety of factors when using equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing a variety of complex processes; and operate equipment using a variety of processes. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of widely varied types and/or purposes; and utilize a variety of types of job-related equipment. Independent problem solving is required to analyze issues and create action plans. Problem solving with data requires analysis based on organizational objectives; and problem solving with equipment is moderate to significant. Specific ability-based competencies required to satisfactorily perform the functions of the job include: maintaining confidentiality; establishing and maintaining effective working relationships; communication with diverse groups; working with detailed information and frequent interruptions; and adapting to changing priorities.

RESPONSIBILITIES

Responsibilities include: working independently under broad organizational guidelines to achieve department and district objectives; providing information and/or advising others; and monitoring budget expenditures. Collaboration with other departments is routinely required to perform the jobs functions. There is a continual opportunity to significantly impact the organizations services.

ESSENTIAL FUNCTIONS

  • Keep director informed of significant items requiring review or action.
  • Assist director with all matters related to staff members. e. letters contract interpretation discipline negotiations budget.
  • Supports the director of human resources and department staff for the purpose of assisting in the performance of their work activities.
  • Assist administrators and supervisors with administration of and issues related to the bargaining agreements
  • Collect and prepare data analysis for negotiations with bargaining groups. Take notes at negotiations as required.
  • Determine appropriate salary placement of all staff according to district policy collective bargaining agreements and state law. Provide payroll with salary placement information for staff members.
  • Verify current certifications or licenses when appropriate.
  • Create manage and update payroll authorizations/work agreements and salary update information.
  • Maintain information on staff in hrmPlus (human resources program) and other databases as needed.
  • Prepare and oversee submission of S275 report for personnel in coordination with department staff
  • Reconciles staffing reports with the executive director of fiscal for the personnel budget.
  • Maintain employee personnel files.
  • Maintain accurate seniority and longevity lists.
  • Calculate and update salary schedules per State guidelines and negotiated agreements.
  • Provide an orientation with new employees regarding required forms and paperwork that is required by the district.
  • Submit information on staff to the Board as required.
  • Implement new procedures when necessary to comply with changes in law.
  • Prepare and distribute job postings.
  • Post new/open positions screen applicant materials schedule interviews and prepare interview packets. Provide support to building/department managers throughout the hiring process.
  • Create and maintain current job descriptions screening forms and interview questions. Administer skills assessments when requested or appropriate.
  • Observe strict confidentiality with personnel information.
  • Communicate with other employees departments administrators applicants and the public for the purpose of providing information assistance concerning employment recruitment personnel records and/or labor relations and related legal requirements.
  • Informs employees and applicants regarding a variety of procedures and program requirements for the purpose of providing necessary information for making decisions taking appropriate action and/or referring to some else if appropriate.
  • Processes documents and materials for the purpose of disseminating information to appropriate parties.
  • Researches information required to manage assignments including reviewing relevant policies and current practices for the purpose of developing new programs/services ensuring compliance with legislative requirements securing general information for planning and/or responding to requests.
  • Responds to written and verbal inquiries from a variety of internal and external sources for the purpose of resolving problems providing information and/or referring to appropriate personnel and/or identifying the relevant issues and recommending or implementing a remediation plan.
  • Maintain flexible team-oriented attitude and assume other duties as assigned.
  • Promote and practice professional growth and development within the HR department by attending trainings workshops or seminars as necessary to the success of the department and importance to the overall health of the District.
  • Participates in meetings that involve a range of issues (e.g. personnel actions regulatory requirements actions involving outside agencies inter-department needs etc.) for the purpose of developing recommendations and/or supporting other staff.
  • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.
  • Serves as a liaison to committees and/or organizations on behalf of the Human Resources Director for the purpose of conveying and/or gathering information required for district operations.
  • Other duties as assigned.

EMPLOYMENT CONDITIONS

This position is part of the Non-Represented group. The position will work 8.0 hours a day 260 days a year schedule. Salary and benefits as determined by the current salary schedule. Employee is required to complete all mandatory district trainings by specified deadlines.

EVALUATION PROCEDURES

Performance shall be evaluated annually according to Board and administrative policies and procedures.
