Division of Motor Vehicles (DMV)

What we do:

TheDriver License(DL) section provides Colorado credentials to the citizens throughout the state which include driver licenses instruction permits commercial driver licenses and identification cards.


The Driver License Staff Coordinatorwill also serveas a Human Resources Liaison responsible for the coordination of HR related hiring onboarding offboarding leave balance management document collection training tracking for the Driver License Section. This position is a liaison between the Driver License Section and the Office of Human Resources (OHR).

Specific duties and responsibilities include but are not limited to:

Position Utilization & Requisition Creation:
  • Maintains and updates Staffing Plan for the Driver License section to provide to the director and OHR for approval.
  • Oversees the creation of requisitions (4511 form) for the DL section.
  • Serves as the point of contact for OHR in regards to requisitions this position submits.
  • Oversees the DL organization chart and updates on a daily/weekly basis.
  • Serves as a point of contact for appropriate OHR certified personnel regarding projected personnel changes.
  • Maintains the 4511 Tracker and updates as needed.
  • Works closely with DL hiring managers and the HR Analyst to report vacancies job announcements needed etc. to ensure vacancies are filled efficiently.
  • This position will also oversee the utilization management of Temporary employees for the Section.
  • This position analyzes and identifies inefficiencies in the unit level hiring process and determines solutions to that process; recommending changes as appropriate.
Background Screening Management:
  • Oversees Criminal Background checks and fingerprinting processes are completed by Driver License Hiring Managers.
  • Responds to requests from OHR to obtain additional information as needed for those employees who do not pass the CBI and/or FBI background check and presents OHR findings and recommendations based on DOR Background Check Policy (DOR-042).
  • Submits and obtains/receives information from OHR on pre-employment background and tax checks.
  • Notifies and coordinates with the hiring managers when applicants are approved to hire from OHR.
Onboarding:
  • Oversees and coordinates with the appropriate Office Manager the process for unit level new employee orientation for all new permanent and temporary employees in the DL Section.
  • This position is also responsible for ensuring all necessary new employee paperwork is completed processed and provided to OHR in a timely manner.
  • This position is responsible for maintaining and updating the DL Sections employee orientation process (business procedures etc.).
Operational Staffing Reporting:
  • Provides management a continuous overview of DL Section personnel actions reallocations and filling of vacancies to include maintaining the appropriate files and completion of the required paperwork.
  • This position also is responsible for communicating and coordinating with management and staff regarding important personnel deadlines commitments and processes.
  • Ensures the proper implementation of HR records retention for the DL unit.
  • Conducts ongoing training/presentations with Ops/Supervisors/Hiring Managers on HR hiring processes.
  • This position will also maintain reporting and operational management of the budget for Personal Services.
Leave Administration:Liaison with DOR/OHR (Office of Human Resources) for leave administration including circulation of OHR monthly Employee Leave Status sheets to Ops Managers and Supervisors.

Ad Hoc Reporting:Prepares a battery of monthly Dashboard Reports including monthly Employee Turnover Report and information provided by OHR. Partners with the appropriate OHR personnel to provide an interpretation or plan of action to address turnover concerns.


This is a remote position as such you will beprimarily tasked with performing work duties via flex-place (aka telework work-from home arrangements) with infrequent on-site visits as required

MINIMUM QUALIFICATIONS:

Experience Only:

Six (6) years of relevant experience in an administrative role office or program management Human Resources or other occupation related to the work assigned to this position.


OR


Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years.


Preferred Qualifications:

The ideal candidate will possess the following skills and experience:

  • Public Sector experience in a regulatory work environment in which laws rules and regulations are put into place

  • Highly developed problem solving skills

  • Strong organizational skills and attention to detail

  • Demonstrated professional written & verbal communication skills

  • Prior work in a high stress environment maintaining a professional attitude

  • Collaboration and teamwork skills

  • Prior work experience in Human Resources


Conditions of Employment with theCDOR:

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty integrity and public confidence.

As a condition of employment with theCDOR all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.


Pursuant to the
Universal Driving Standards Policyany worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.

To be compliant with the new fleet vehicle policy Motor Vehicle Records (MVRs) will be pulled for review for workers who:
  • Have an assigned State fleet vehicle
  • Are required to operate a vehicle as part of the position
  • Utilize a State fleet vehicle as a pool vehicle
