JOB SUMMARY
The Multi-Language Learner Regional Program Manager will be responsible for developing & executing a plan to enable all aspects of our multi language learner (MLL) and pro black programming work while serving as a resource to regional and school leaders looking to evolve practices. This individual will capture lessons learned and incorporate them into future conversions with all stakeholders. The ideal candidate will have TK-12 experience and effective project management skills. Will need to be familiar with ELPAC and Pro-Black Programming work to ensure that we meet our goals to increase achievement and belonging for these scholars.

This impactful role also supports the development of high quality org-wide pedagogy and instructional practices as aligned to the Aspire Student Learning Framework (ASLF) and support school transformation using the Transformational Leadership Framework (TLF).

Vision and Leadership Support
  • Conduct needs assessments with schools through instructional walkthroughs and school site visits
  • Conduct master scheduling consultations with school site leaders
  • Provide support to school site leaders on secondary ELD coursework descriptions
  • Create programming supports and oversight of Newcomer Program and provide consulting on specific cases
  • Regularly communicate MLL program updates changes to key stakeholders and hold monthly meetings to update school sites on ELPAC/RFEP training for initiatives and other important MLL information
Compliance
  • Write and communicate Regional and Site-based MLL compliance documentation including LCAP annual authorizer documentation and charter renewals.
  • Support the implementation of all compliance related tasks for Multi-language Learners (ie ELPAC RFEP ELAC)
  • Oversee and co-facilitate School Site point person meetings for ELD/Pro-black programming including project management for Annual Black Excellence Celebration
  • Review and provide guidance around school site LCAPs and school site plans pertaining to ELD/Pro-Black programming
  • Monitor region wide and site level advisory committees (e.g. DELAC ELAC) for the purpose of ensuring compliance and obtaining input to maximize program effectiveness

Professional Development

  • Lead professional development for the region/school sites to support both MLL and Pro-black programming including Designated and Integrated ELD and Newcomer Support
  • Observe coach and provide feedback on the ELD program (TK-12) in connection with the Aspire Student Learning Framework (ASLF)
  • Lead family workshops or collaborate with schools to lead family workshops
  • Participate in program inquiry walks and instructional rounds with a lens towards MLLs and Black scholars
  • Support new principals deans/APs in developing ELD content and assessment knowledge
  • In alignment with Aspires equity commitments works with the Associate Superintendent to provide additional resources and or support to Tier 1 2 and 3 schools.
  • Lead and support the region/schools with Pro-Black programming initiatives
  • Support and develop leaders to have an inquiry and equity based learning approach in English Language Development and Pro-Black Programming
  • Participate in Pro-Black programming in the organization and region
Assessment:
  • Support TK-12 assessment cycles at the regional level including establishing timelines writing and/or providing feedback on assessments and supporting documents communicating school scheduling and providing support in scoring/norming.
  • Analyze regional-level data on TK-12 ELD assessments to identify region wide goals and trends.
  • Create regional level action plans to address TK-12 data
  • Develop and design regional instructional supports to address TK-12 ELL trends
Curriculum
  • Manage TK-12 ELL curricular implementation and revisions
  • Drive TK-12 ELD curriculum roll-out cycles at the regional level including establishing timelines providing feedback on curriculum implementation and augmentation.
  • Provide observation and feedback on the implementation of the curriculum and program.
  • Conduct audits of TK-12 ELD curriculum including unit plans lesson plans and projects.
  • Develop and design in collaboration with other Regional Program Directors instruction to address ELL TK-12 trends
Organizational Relationships
  • Reports to the Regional Associate Superintendent
  • Works closely with the Director of Multi-language Learning and Central Data Team to maximize the ability of Aspire Public Schools to interrupt inequities for Multi Language learners and African American scholars
  • Works closely with Pro-Black programming coordinators and external vendors to plan for and execute the Annual Black Excellence Celebration
  • Participates as a member of the Regional Instructional and/or Equity Leadership Teams
  • Performs other related duties as required and assigned.



Organization Relationships:
Success in this position requires an organized approach to problem-solving project management skills a strong quantitative and qualitative analytical skill set that includes a comprehensive understanding of the implementation required by educators at Aspire. This person reports to the Regional Associate Superintendent in service of supporting schools sites leaders as well as being a liaison to the state of CA in regards to LCAP alignment.

QUALIFICATIONS
  • Vast knowledge of the California ELD standards and fluency in the Common Core Standard in English
  • Instructional leadership and teaching experience required with proven results in student learning as both an instructional leader and a teacher
  • Curriculum and assessment writing experience recommended
  • Experience in schools with adult learning and professional development required
  • Outstanding ability to lead including influencing and motivating others
  • Ability to learn quickly and to be effective in a fast-paced dynamic entrepreneurial environment: able to work autonomously and thoroughly with independent self-reflection as well as take direction as needed
  • Demonstrated educational philosophy and methods that encourage the development of active and lifelong learning
  • Exceptional understanding of a progressive approach to instructional and a wide knowledge of the most innovative culturally responsive and successful instructional methods
  • Ability to demonstrate creative and flexible thinking
  • Strong time and task management skills enabling multiple projects to be completed on time
  • Alignment to and urgency around Aspires mission vision and values

  • This role requires travel time to all Aspire regions
  • Must be proficient in the Leading for Equity Framework Liberatory Design and Learning to Improve

Competencies:
  • Comfort with working in a virtual setting. Demonstrated ability to learn new tools systems and processes quickly as well as adopt and teach them to others
  • Strong program management skills.
  • Track record of establishing effective relationships with school sites.
  • Excellent organization time management and follow-up skills; high sense of urgency; demonstrated ability to successfully handle multiple projects concurrently; ability to work independently and within a team environment.
  • Ability to research complex problems and develop solutions that are evolving given the current context.
  • Exceptional writing skills
  • Skilled at understanding the LCAP and other state guidelines intended to serve multi language learners and African american scholars.
  • Tendency to document and ability to do so effectively.
  • Instructional background and understanding of marginalized communities and their experiences in schooling.

Minimum educational level:
  • Bachelors degree with relevant degree and/or content expertise
  • Masters degree preferred

Licensures/Certifications/Credential:
  • California Teaching Credential preferred

Experience required:
  • 5-7 years of experience in an educational setting
  • Experience working as an educator or on site at a TK-12 school environment for 3 or more years
  • Familiarity with LCAP and ELPAC
  • Experience working in dynamic high-performing work environment
