The City of Johnson City Tennessee is accepting online applications for a Planning Manager. The employee performs difficult professional work in handling various assignments in the planning division of the Economic Development Department; does related work as required. The Planning Manager implements current and long-range projects as a working manager and directly supervises and reviews the work of the Planning Division. The Planning Manager supervises and coordinates the work of the Administrative Specialist Community Development Coordinator Development Coordinator Planners Planning Coordinator and Planning Technicians. Manages resources to improve organizational productivity quality of work and customer service. Work is performed under the general supervision of an Assistant City Manager. This class performs difficult technical work in city planning. The Planning Manager manages the Planning Division including current and long-range planning producing current and long-range deliverables and supporting programs and services. This position requires the ability to accomplish departmental objectives by coaching staff managing the quality of work of the department and demonstrating the ability to lend expertise to complex and politically sensitive planning studies projects development review processes and assignments.
Essential Functions of Position:
Required Knowledge Skills and Abilities:
Proficient knowledge of the principles and practices of city planning general statutes (Tennessee Code Annotated) city charter and the various ordinances codes and regulations pertaining to planning and zoning;
Proficient knowledge of the techniques required to plan organize and carry out moderately complex research projects and skilled in the preparation of maps charts sketches and complex graphics;
Ability to present research results successfully in oral written and graphic form;
General understanding of the principles of research methodology standard statistical procedures and uses of socio-economic information independently and effectively;
Establish and maintain effective working relationships with associates municipal officials representatives of other agencies and the general public.
Meet deadlines and keep projects on schedule.
Acceptable Experience and Training: 10 years of progressive experience in municipal planning required. Bachelor degree from a college or university of recognized standing with major course work in planning or one of the social or engineering sciences required. Masters degree in planning or design discipline is preferred; or any equivalent combination of experience and training which provides the required knowledge skills and abilities. Specialized knowledge or experience in at least one other discipline such as design physical geography geology civil engineering traffic engineering economics or political science is desired. AICP certification required. Pre-employment physical and background check required.
