This position functions as the specialist for the reconciliation review and preparation of the Michigan Transportation Fund (MTF) financial statements and accounting reports; monitoring and tracking of MTF receipts and allocations; reconciliating and preparing MTF year-year financial statements and other related accounting adjustments. This position is responsible for the review of 83 Act 51 County Financial Reports for Michigan counties ensuring all state monies distributed to them are in-compliance with PA 51 of 1951 requirements for counties as outlined in MCL 247.662 and other related sections. PA 51 of 1951 requires counties that receive Act 51 monies to provide detailed accounting data on how this funding was expended. This position reviews the Act 51 County Financial Reports for counties to certify that they have complied with Act 51 requirements. For county related activities and services this position develops updates and conducts training sessions for internal and external Act 51 stakeholders through the development of guidelines workshops and presentation materials serves as the liaison to address county Act 51 questions from various stakeholders and monitors compliance to ensure state statutory requirements are adhered to. This position independently calculates the monthly Michigan Transportation Fund distributions to 614 counties cities and villages ($2 billion annually) and the respective reconciliation of revenue collections and related data with the Accounting Service Center. This position is responsible for the development validation and promulgation of complex county related technical Act 51 information and data to counties state agencies legislature County Road Association CPA firms and other related stakeholder groups.

Required Education and Experience
- Education
Possession of a bachelors degree or higher in any major with at least 12 semester (18 term) credits in one or a combination of the following: accounting finance or economics.
Experience
Four years of professional experience equivalent to a Financial Analyst; including two years equivalent to a Financial Analyst P11 Accountant P11 or Auditor P11 or one year equivalent to a Financial Analyst 12 Accountant 12 or Auditor 12. Alternate Education and Experience
- Possession of a Certificate in Public Accounting (CPA) may be substituted for one year of Financial Analyst P11 experience.
