Job Description

Candidate must be either serving permanently in the title or be reachable on the civil service list or be eligible under the 55a program.

Transportation Planning and Management (TPM) is responsible for the safe efficient and environmentally responsible movement of people and goods on the Citys streets supporting the larger goals of economic and social vitality for people living working and doing business in New York City. The Divisions responsibilities include planning street design technical analysis signs transit development freight mobility and markings ensuring the safety of motor vehicle occupants pedestrians and cyclists. The Office Livable Streets (OLS) is tasked with prioritizing strategic planning community engagement research policy design implementation and long-term management. Their goal is to create streets that are livable supporting safety accessibility inclusion resiliency active modes community cohesion and economic vitality citywide. Additionally they aim to enhance New York Citys pedestrian bicycle and micromobility networks providing comfortable connected green and reliable transportation options across the five boroughs. They place special emphasis on Priority Investment Areas mode shift and reimagining streets. The office also develops innovative new programs design typologies project delivery and analysis tools to meet the demands of a rapidly changing population with evolving needs and technologies.

The multidisciplinary Public Realm Unit is responsible for engaging New Yorkers to reimagine and utilize their city streets as public space and oversees the development of programs policies projects and management tools to elevate the public realm experience for its primary user the pedestrian. Through initiatives and programs ranging from the Pedestrian Mobility Plan Public Space Programming the Public Space Equity Program Open Streets Super Sidewalks Street Seats Complex Intersections Shared Streets and Plazas the Public Realm Unit creates vibrant and inclusive spaces that improve safety accessibility and walkability while enhancing commerce community and culture throughout New York City.

Reporting to the Assistant Commissioner of Public Realm the Director of Partnerships & Programs will oversee the units partnerships including agreements concessions programming and permitting as well as a wide range of application-based operational management and technical assistance programs supporting the units diverse range of partners and portfolio of public spaces. The selected candidate will be responsible for the equitable development and evolution of the units programs including Open Streets Street Seats Shared Streets Plazas Public Realm Programming and the Public Space Equity Program. This position requires a candidate that has a deep understanding of the management operational and regulatory demands of public space in NYC. This position requires close coordination and collaboration with leadership across DOT units City Agency partners including Department of Small Business Services Department of Education Department of Sanitation Department of Parks and Recreation Department of Environmental Protection FDNY NYPD Department of Health and Mental Hygiene and Citywide Event Coordination and Management as well as external stakeholders such as Business Improvement Districts cultural institutions and non-profit and fellowship organizations. In addition the selected candidate will play a critical role recommending and advising on Public Realm policy to support the long-term success of the Public Realm portfolio. The selected candidate must be able to work both independently as part of a team problem solve have strong decision making communication organizational planning analysis performance metrics and time management skills. The ideal candidate will also be familiar with public space design management and financing challenges and best practices.

The Director will; oversee a team focused on advancing equity supporting existing partnerships and building new ones through financial and technical assistance work collaboratively with the Public Realm Strategic Initiatives Planning Design and Development Teams to develop public engagement strategies and responsive SIP and capital designs based on lessons learned from concessions events regulation and usage and work closely with other senior staff in the unit preparing regular updates on program development and issues with A/C Public Realm as well as TPM and Agency Leadership. The team will; create host webinars foster peer networking and create materials to codify collaboration across agencies and engage partners at varying capacities to participate in stewardship of the public realm provide guidance on program and planning criteria and well as performance metrics to align with the objectives of the unit and the agency.

Preferred Skills
Minimum 5-10 years experience managing intra-agency inter-agency and other teams on large complex projects demonstrating strong collaborative tendencies. Thorough knowledge of the Citys pedestrian and bicycle infrastructure and furnishing issues. Through knowledge of NYCDOTs review and installation procedures. Experience with CAD Adobe Suite and/or graphic design software desirable. Candidates should also have experience in budgeting grants management managing staff and working to advance projects in a complex regulatory environment. Excellent written editorial and verbal communication and presentation skills

** In order to be considered for this position candidate must be either serving permanently in the City Planner Title be reachable on the Civil Service Exam List #1112 or be eligible under the 55a program. ** Note: Less than 2 yrs. City Service - New Hire Rate: $87933 2 or more yrs. City service - Minimum Incumbent Rate: $101123. *This position may be eligible for remote work up to 2 days per week pursuant to the Remote Work Pilot Program agreed to between the City and DC37. *

Qualifications :

1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or

2. A satisfactory combination of education and/or experience that is equivalent to 1 above. Graduate
education in city planning urban planning urban design architecture landscape architecture transportation engineering public administration economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However all candidates must have a baccalaureate degree.

Special Qualification Requirements

Assignment Level III
To be eligible for placement in Assignment Level III individuals must have after meeting the minimum requirements one additional year of professional experience as described in 2 above.

Assignment Level IV
To be eligible for placement in Assignment Level IV individuals must have after meeting the minimum requirements two additional years of professional experience as described in 2 above.
