LOCATION: Pendleton

FLSA: 1 FTE Non Exempt

SUPERVISOR: Housing Program Manager

Pay Grade: B7 ($22.21 - 31.54 hourly depending on experience)

Job Description Summary

This position is accountable for the day-to-day operations of a several multi-family housing project and the achievement of basic property operations. The Property Manager position is primarily responsible for managing the daily operation of the properties. This position ensures the completion of administrative tasks tenant requests and the maintenance of regulatory compliance in the operation of the property. This position is responsible for maintaining the physical administrative and financial aspects of Community Counseling Solutions housing properties in Umatilla County.

This position is supervised by Housing Program Manager.


Responsibilities

  • Primary contact for residents
  • Maintain accurate resident records including rents deposits and application fees received by residents
  • Manage all properties maintenance requests and needs. Performing general repairs that do not require a specialized technician.
  • Oversee move-in and move-out process including cleaning
  • Work with CCS housing team to provide other service as needed
  • Ensure on time completion of certifications and re-certifications of all properties
  • Develop implement and maintain a new tenant orientation program
  • Work with the Housing Program Manager to prepare or participate in the preparation of various reports required for the Regulatory Agencies and other arms of government.
  • Generate and maintain various logs
  • Prepare Purchase Orders
  • Issue appropriate notices when needed
  • Other duties as assigned
Requirements

Qualifications

Education and Experience

  • High school diploma or equivalent
  • Valid drivers license and insurance
  • 1-year of property management experience.
  • Knowledge of other affordable housing programs. Familiarity with Oregon Fair Rental Act as well as other OARs as related to housing. Have the ability work independently with minimal supervision.

CRIMINAL BACKGROUND CHECKS

Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in

accordance with OAR through .

Must pass a monthly check against the OIG and GSA exclusion lists as well as other federal and

state agency lists. If employee volunteer or contractor is excluded or sanctioned it is grounds

for immediate termination of employment volunteering or contract.


Pre-Employment Drug Screening


PERSONAL AUTO INSURANCE

Must hold a valid drivers license as well as personal auto insurance for privately owned vehicles

utilized for CCS

business such as client service purposes travel between business offices and the community to

attend required meetings and training.

Must show proof of $300000 or more liability coverage for bodily injury and property damage and

maintain said level of coverage for the duration of employment at CCS.

The employees insurance is primary with CCS insurance being secondary. CC reserves the right to

deny any employee the use of a vehicle owned by CCS.


Physical Demands

While performing the essential duties of this job the employee is regularly required to use office automation including computer and phone system that requires fine manipulation grasping typing and reaching. Position will requiring sitting for several hours reviewing reports and other written materials and talking on phone. This position may occasionally be required to lift up to twenty (20) pounds. Incumbent will occasionally have to reach bend kneel and squat when adjusting equipment or retrieving supplies.

This position will require frequent driving often driving for up to 6 hours at a time.

Position will require regular overnight stays some of which will be two or more nights in a row.

The employee should possess a valid drivers license for vehicle travel between business offices and to attend required meetings and/or trainings.


Work Environment

Work is performed in an office environment and in many community settings. The noise level is usually moderate but occasionally may be exposed to loud noise such as raised voice levels and alarms.

This position is exposed to the everyday risks or discomforts which require normal safety precautions typical of such places as an office (i.e. moving mechanical parts airborne particles and electrical shock).
