Job Description:
Position Purpose Summary:
This position provides a strong set of accounting and managerial skills required for The Salvation Army Fort McMurray Ministry Units complex and evolving environment. This position brings solid training and expertise that contributes to the improved efficiency and growth of this ministry unit. The person holding this position will be a broad-minded forward-thinking professional who undertakes appropriate analysis exercises good judgment communicates effectively and acts to protect the interest of The Salvation Army. This position has the primary responsibility for the development implementation and adherence to the respective budgets.
Accountabilities:
Finance Management:
- In consultation with Leadership Team prepares annual budgets for presentations to Divisional Headquarters and various funding agencies.
- Performs financial management functions including:
- Reviews monthly financial statements and monitors actual revenue and expenditures against approved budget.
- Reviews budget variances with Leadership Team and recommends corrective action.
- Prepare forecasts and problem solves in conjunction with the Executive Director and Leadership Team.
- Liaises and provides services to program/department managers including providing information and assistance in interpreting financial data so they can make informed operating decisions.
- Working with the Western Regional Accounting Centre (WRAC) ensures all monthly quarterly and annual financial reports for funding agencies are completed and submitted on time.
- Prepares reviews and approves journal entries and submits to WRAC in a timely manner.
- Develop and implement strategic financial initiatives to ensure financial health of the Ministry Unit.
- Oversee the day-to-day accounting functions that are the responsibility of the Ministry Unit including invoice submission and approval cash handling deposits and charitable receipting.
- Ensures appropriate financial records (digital or physical) are maintained at the Ministry Unit.
- Authorizes in keeping with the territorial Delegation of Authority policy expenditure authority in the purchase of goods and services.
- Responds to financial questions and requests.
- Prepare financial reports and analysis for senior management as required.
- Ensures financial policies of The Salvation Army and best practices for internal controls are adhered to throughout the Ministry Unit.
- Works with Internal Auditors to ensure required information is provided in a timely manner. Acts as primary liaison with internal auditors throughout the internal audit process.
- Primary contact for WRAC and external auditors during the annual external audit process.
- Creates and maintains an up-to-date position manual.
- Performs other related duties as assigned.
Administrative
- Assists the Executive Director with funding contracts and leases.
- Responds to questions and requests from funding agencies.
- Coordinates with managers to determine financial information required for funding contracts (Schedule Bs).
- Keeps up to date on finance policies found in the Operating Policies Manual Territorial Finance Manual and other related Manuals.
- Provide guidance to the Development Committee on matters relating to event budgeting reporting and charitable receipting.
- Oversee staff includes hiring orientating training and overseeing performance of Finance staff through monitoring evaluating and conducting performance reviews.
WORKING CONDITIONS:
The working environment is typically in the office in generally agreeable conditions
Education/Certificates:
- Professional Accounting Designation (CPA)
- Completion of a post-secondary program in business finance or administration will be considered.
Experience:
- Five to ten years financial management experience.
- Familiarity with non-profit and fund accounting.

DAYS and HOURS of work: 80hrs bi-weekly occasional evenings & weekends.
The pay range DEPENDING ON QUALIFICATIONS is:
Min: $34.91
Max: $52.36
This position requires a Police Record Check and Vulnerable Sector Check.
This position has two direct reports.
Compensation:
The target hiring range for this position is $34.91 to $43.63 with a maximum of $52.36.
Placement in the salary range will be based on factors such as market conditions internal equity and candidate experience skills and qualifications relevant to the role.
