Position Summary:
Under the supervision of the Deputy Director of Emergency Medical Services this position is responsible for participating in strategic long-range planning to develop department goals management philosophy policies and resource utilization to provide effective EMS customer service to the community. This position is responsible for the research development and implementation of the quality improvement program participates in the departments FTO system development and maintenance and assures educational opportunities for department employees. This position develops and maintains a comprehensive public safety educational curriculum. This position participates in the day-to-day operations of the dispatch center including recruitment hiring process and observing and evaluating personnel.

Pay Rate Information:
The QI Education Specialist position is a non-union position and starting pay is $36.52/ hour. This position is eligible for step pay increases within our Non-Union Grade 10 Wage Scale. Top end of the current wage scale for this position is $46.27/ hour.
Essential Job Functions:
An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. - Responsible for the research development and implementation of a comprehensive quality assurance program. Generates all-inclusive pre-hospital patient care data from departmental database and evaluates administrative and procedural activities of the department as related to patient care. Makes recommendations for improvement.
- Responsible for the implementation and maintenance of the field training officer (FTO) program to insure the proper training for field personnel. Responsible for the coordination of an education program ensuring quality educational opportunity is provided for all EMS personnel. Researches new developments in EMS and develops implements evaluates and updates new education programs and testing materials for field employees. Maintains and updates the training equipment inventory.
- Reviews a minimum of half of all service calls and produces quality assurance reports with applicable software.
- Evaluates department programs by reviewing forms reports and other documents regarding patient care and services for compliance with operational policies and procedures. Responsible for the development implementation and compliance with all medical control protocols policies and procedures.
- Serves as an active member of the Washtenaw/Livingston Medical Control Authority CQI committee. Serves on local committees involved in medical direction and quality assurance of emergency medical services as assigned. Promotes the departments image and programs by attending events and preparing materials.
- Coordinates and maintains the American Heart Association Community Training Center and the State of Michigan mandatory driving classes.
- Participates in the departmental accreditation process as directed.
- Responsible for new hire field personnel orientation. Oversees ride-along and college field internship programs.
- Evaluates the patient care-oriented activities of the departments field personnel.
- Researches and identifies community education needs and determines an effective strategy for implementation.
- Investigates and assists with the resolution of internal and/or external complaints and complex personnel issues. Investigates EMS vehicle accidents and on-the-job injuries. Evaluates and provides recommendations for prevention.
- May be required to perform the duties of a Paramedic and oversee the field activities and services of field personnel the maintenance of reports and files and compliance with applicable standards.
- Keeps abreast of legislative and regulatory developments new administrative techniques and current issues through continued education and professional growth. Attends conferences workshops and seminars as appropriate.
- Responsible for the quality improvement process through initial Commission on Accreditation of Ambulance Services accreditation and renewals.
- Responsible for implementation of electronic charting software as it relates to patient charting and field personnel use including quality assurance billing responsibilities Federal and State data exports customizing software for Livingston County EMS and training of employees.
- Manages all records in a national cardiac arrest registry database aimed at doubling the survival rate of out of hospital cardiac arrests.
- Manages the internal Communications Committee and participates in internal policy development.
- Performs all other duties as assigned.

- Associate degree in emergency medical services business administration or a related field and three years of progressively more responsible experience in an emergency medical operation including prior experience providing medical care.

- State of Michigan Paramedic license State of Michigan licensed Paramedic Instructor Coordinator American Heart Association Instructor Trainer American Heart Association Community Training Center Manager Hazardous Materials Operations certifications and meet or exceed the Washtenaw/Livingston Medical Control Authority requirements.
- Certified Medical Transport Executive ITLS Instructor certified Ambulance Coder and completion of NIMSand 800 courses. Community Paramedic Certification. International Trauma Life Support Instructor certification.

Working Conditions:
While performing the duties of this job the employee is regularly required to communicate in person and by telephone read regular and small print view and produce written and electronic documents and enter data on a computer keyboard with repetitive keystrokes. The employee must be mobile in an office setting stand sit stoop and kneel use hands to finger handle or feel and reach with hands and arms. The employee must lift or push/pull objects of up to 15 lbs. without assistance. Accommodation will be made as needed for employees required to lift or move objects that exceed this weight.
The typical work environment of this job is a business office setting where the noise level is quiet and sometimes moderate. However the incumbent could also be assigned to duties as a field supervisor/Paramedic if conditions warrant.
