LEADERSHIP-This position is responsible for developing directing and leading the Section of Population Health Surveillance and the programs/grants that fall within the Section. Provides expertise and leadership for multi-level epidemiology data analytics data visualization and data dissemination strategies to internal & external stakeholders. Leads efforts to conduct innovative public health research while highlighting the effect of the determinants of health specifically in the five MCH domains of: Infants Children Adolescents Maternal and Children of Youth with Special Healthcare Needs (CYSHCN).
MANAGEMENT-This position directly manages the program units and areas of: MCH Epidemiology Birth Defects Maternal Mortality Review and MD Starnet. Responsible for overall management of the Section including collaboration with other Bureaus and partners. Responsible for staff personnel including recruitment and identifying staffing needs. Works to integratequality improvement(QI) into Section programs and meets with staff on a regular basis to ensure collaboration and communication. Identities opportunities for professional development for him/herself and staff. Communicates and coordinates common efforts with other DPH areas other state agencies advocacy groups and private sector groups. Utilizes team building negotiation and conflict resolution skills to build internal teams and community partnerships.
Addresses personnel issues in a timely manner and completes Employee Performance and Management System plan (EPMS) in accordance with agency guidelines.
BUDGETS AND CONTRACTS- Manages Section budget grants and actively explores opportunities for continuous funding. With consultation from finance and operations(F&O) oversee the financial planning implementation monitoring and reporting of budget expenditures and contracts. Meets with fiscal analyst on a quarterly basis to review budget and future budget planning. Ensures contractual and fiscal compliance with federal and state regulations and policies. Ensure contracts are executed to provide services with community providers.
PROGRAM ADMINISTRATION- Participates in writing grants and other funding proposals with respect to surveillance epidemiology and program evaluation. Develops requests for proposals and contracts for data analysis and evaluation projects and directs and reviews related contract work.
Actively participates on the Maternal and Child Health Leadership Team (MCHLT) and the Health Promotion and Services Leadership Team (HPSLT). Participates in the development and implementation of bureau and agency level strategies initiatives and processes. Develop strategies to assess what data is needed across the MCH Bureau identify gaps and work with multi-level partners to find solutions. Leads efforts to ensure data integrity & validity and performs ongoing QA of all reports and products. Is responsible for working with other Section teams within the Bureau to translate data into meaningful and consumer-friendly tools. Works with program staff to identify and ensure health data are analyzed utilized and disseminated with high quality and continuous quality improvement(CQI). Actively ensures safeguarding the
personally identifiable information(Pll) &protected health information (PHI) when using public data.
OTHER DUTIES AS ASSIGNED-Completes other duties as assigned. Participates in Preparedness/ Response and other activities to include participation in appropriate training exercises and drills to include shelter point of distribution(POD) expandedepidemiology (EPI) team activities and medical needs/emergency operations.
State Minimum Requirements:A bachelors degree and relevant program management experience.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Masters degree or higher in Public Health Epidemiology Business Administration or related fields. Experience managing multiple teams. Experience managing epi-related large scale data analytics projects. Extensive knowledge and experience with grants grant and project management leadership and data visualization technology.
DRIVING RECORD: If this position requires the applicant to possess a valid drivers license to operate a state vehicle or personal vehicle any applicant being considered in the final stages of selection for the position will be required to provide a certified copy of a 10-year driving record.
