Description

The City of Richmond Department of Public Works is seeking a highly qualified candidate to fill the position of Construction Inspector Principal within the Capital Projects Management Division. The incumbent is responsible for performing the inspections of Capital Improvement Projects. As assigned the incumbent may serve as a lead worker assigning work and monitoring work completion.

Duties include but are not limited to

  • Performing detailed inspections and reporting regarding the Citys Capital Improvement Project (CIP) program including roadway construction bridge and culvert repair/construction new sidewalk installation paving/milling of asphalt removal/replacement of concrete and brick sidewalks installation of curb and gutter retaining walls and a variety of structures asphalt patch work utility adjustments storm sewer and related appurtenances installation drainage landscaping and grading monitoring erosion and sediment control activities installation of traffic calming devices ADA handicap ramp installation and PROWAG/ADA compliance.
  • Performing Capital Improvement Project (CIP) constructability reviews during the design and pre-construction phases.
  • Interpreting plans and design specifications to ensure project compliance with City of Richmond VDOT and Federal standards along with construction contract specifications; preparing detailed project inspection reports; and performing related duties assigned.
  • Coordination of traffic signal systems pedestrian streetlights overhead/underground utilities installation paving/milling internal/external agencies assets material testing and urban forestry.
  • Reviewing and examining material for projects. Identifying and locating faulty materials and workmanship documenting compliance and suitability of materials for installation and application.
  • Tracking progress of construction projects; calculating and recording quantities or material used; and computing/inputting contractor work in progress for progress payments and initiating for approvals; maintaining files of daily inspection reports and project activities.
  • Notifying the project manager (PM) and construction manager (CM) of construction field activities potential problems and change orders.
  • Working with other divisions agencies contractors and citizens to help manage plan schedule coordinate and implement projects.
  • Ensuring proper placement of maintenance of traffic devices and ensuring traffic control is maintained. Coordinating with the project manager and the traffic engineering department to accomplish this.
  • Ensuring proper safety practices are followed on work sites.
  • Ensuring compliance with all MUTCD requirements. Ensuring compliance with the VDOT work zone safety manual.
  • Demonstrating advanced knowledge of inspection activities including having VDOT certificates pertaining to asphalt and concrete.

**Incumbents serves as an Essential employee which means that the incumbent is required to work when the City is closed due to public emergencies critical or hazardous conditions or inclement weather**

Qualifications Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Associates Degree in engineering technology construction management or business management
  • Five years of construction inspection land development or contractor operations experience
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
PREFERRED TRAINING AND EXPERIENCE:

  • Preferred a candidate to have VDOT certifications in Concrete Asphalt field 1 &2 or within 6 months of employment
  • Two years of experience and certified in Work Zone Safety

LICENSING CERTIFICATIONS and/or OTHER SPECIAL REQUIREMENTS:

  • Valid Commonwealth of Virginia Drivers License with a satisfactory driving record within 30 days of hire.
  • Virginia Department of Transportation certifications in Soils Asphalt Concrete Aggregates and Pavement Markings.
  • Requires Operator Qualification for all gas related tasks.


KNOWLEDGE SKILLS AND ABILITIES:

Knowledge (some combination of the following):

  • City State and Federal standards and requirements when funded by these sources.
  • PROWAG/ADA standards when constructing sidewalks and ADA ramps.
  • Testing procedures for concrete sidewalk projects.
  • Ability to communicate and build a network through interaction with various divisions agencies contractors and citizens to help manage plan schedule coordinate and implement projects.
  • Read interpret blueprints/design drawings to properly inspect the installation and avoid potential problems with construction projects.
  • Applicable federal/state laws and local agency standards to ensure compliance with standards and specifications (e.g. Code of Federal Regulations OSHA VDOT traffic control).
  • Citys pavement restoration manual.
  • Computer programs such as Microsoft OfficeSuite.

Skills (some combination of the following):

  • Reading Construction documents.
  • PROWAG/ADA Standards.
  • Using standard testing equipment (i.e. digital levels measuring wheel calculator to add quantities etc.).
  • Ability to complete or file construction documentation via computer.
  • Basic functions and uses of construction equipment.
  • Reading comprehension.

Abilities (some combination of the following):

  • Fill out appropriate City forms.
  • Conduct pre-construction meetings with local jurisdictions before construction.
  • Learn new information.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments incumbents must be able to perform detailed work on multiple concurrent tasks with frequent interruptions and under time constraint. While performing the essential duties of this job the employee is regularly required to balance climb crouch finger (picking pinching or otherwise working primarily with fingers) talk see hear and use substantial repetitive motions of the wrists hands and/or fingers. The employee is frequently required to reach extending hands and arms in any direction stand grasp applying pressure to an object with fingers or palms and feel. The employee is occasionally required to climb balance stoop kneel crouch crawl walk push pull lift and feel. In terms of the physical strength to perform the essential duties this classification is considered to be light work exerting up to 20 pounds of force occasionally up to 10 pounds of force frequently and a negligible amount of force constantly to move objects.
