Job Description

Main Responsibilities

Management and Co-ordination

  • Lead the design and implementation of projects.
  • Manage projects and activities including ensuring timely delivery of quality outputs
  • Supervise the work of a multicultural team; set objectives allocate tasks and set deadlines; monitor progress; provide feedback guidance and advice; Identify recruitment and training needs for the team.
  • Communicate policy recommendations and provide support for their implementation.
  • Support the Head of the Centre in the identification of strategic and forward-looking activities and projects aligned with the Organisation strategic priorities.
  • Actively lead on fundraising efforts including through identification of and engagement with potential donors drafting of project proposals and strengthening networks.
  • Manage the working of the OECDs Group of National Experts on VET (GNE-VET).
  • Coordinate with other teams within SKC to develop and implement joint projects.
  • Contribute actively to the SKC management team.
  • Ensure sound budget and financial management of the VET teams budget.

Research analysis and drafting:

  • Carry out high quality economic and policy analysis in the aforementioned areas including supporting cross-disciplinary and comparative analysis and the development of policy recommendations reports policy briefs and other deliverables.
  • Supervise guide and contribute to the preparation of reports flagship publications and country reviews including contributing to the development of data sources and of new comparative indicators and ensuring high-quality outputs.
  • Prepare other high-quality documents including working papers policy briefs policy papers blog posts seminar proceedings and policy messages based on research and relevant published material.
  • Propose new projects that contribute to advancing VET knowledge and practices.

Co-ordination representation and liaison:

  • Participate as required in horizontal and multidisciplinary projects and activities of the Centre and the OECD. Liaise with other OECD Directorates and with experts.
  • Contribute to the organisation of and participate in meetings of national government delegates as well as experts from the private sector civil society global community and academia in connection with the Organisations work programme in the above areas.
  • Establish new networks and strengthen existing collaboration with policy makers working parties delegations and outside experts and international institutions to create synergies and increase the impact of the Centres work.
  • Engage in regular exchanges and collaboration with other international organisations working on VET and skills.
  • Support the external visibility of the Centre and its products including through communication activies and by organising participating and presenting work at high-level meeting conferences workshops and webinars and co-ordinate high-level missions to OECD and non-OECD member countries as needed.
  • Stay abreast of policy issues in the area of VET and skills and ensure as appropriate the Centres involvement in OECD-wide initiatives.
  • Provide general support to the activities of the Centre as required including preparation of regular reports presentations speeches and briefings for the Head of the Centre and senior leadership.
  • Carry out other tasks as assigned.

Qualifications :

Ideal Candidate Profile

Academic Background:

  • An advanced university degree in economics education or other relevant discipline.

Professional Background:

  • A minimum of eight years experience carrying out applied research and analysis in the employment education and skills policies acquired in a national administration international organisation university or research centre.
  • Excellent understanding of the range of issues that impact labour markets employment education and skills systems in various country contexts and experience in working on these issues in different countries.
  • Strong quantitative and qualitative analytical skills applied to employment skills and education policies.

Tools:

  • Strong working knowledge of statistical and data analysis software (e.g. R Python Stata) would be an asset.

Core Competencies:

  • There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Salary Information:

This position is a PAL8 grade. Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.

Selection Process:

For retained candidates written tests/video-recorded interviews are foreseen end June 2025 and panel interviews are planned end July 2025.
