DEQ has an open opportunity for a Legislative Liaison.
*This position is Exempt Policymaking and is EXEMPT from certain provisions of the
State Human Resources Act (GS 126). This position serves at the pleasure of agency leadership. *
This position supports the legislative affairs program in the Department of Environmental Quality. This position includes researching department concerns briefing senior departmental leadership and division directors engaging in outreach with members of the North Carolina General Assembly and their staff collecting and reporting information from subject matter experts tracking bills and assisting the Director for Legislative Affairs with activities including the formulation and implementation of highly complex environmental and regulatory programs and compliance and/or issues at the local state and federal level.
Other Key Responsibilities:
- Research of legislative bills and impacts of legislative proposals on departmental program areas local and national standards and trends.
- Production of NC Legislative Bill summaries
- Distribution of legislative committee agendas correspondence to General Assembly members to explain complex Department policies addressing constituents issues and the preparation of presentations and reports.
- Stewardship of information pertaining to pending legislation that has environmental implications on department program areas.
- Gathering compiling and disseminating information related to legislative activities such as bill preparation legislative review peer state assessments and coordination of program priorities.

To qualify for this position applicants must document on the application that they possess ALL of the following:
- Demonstratedexperience of public policy formation implementation and/or tracking.
- Demonstrated knowledge of or experience in researching federal or state laws statutes policies or regulations as it pertains to a state and/or federal agency or entity.
- Demonstrated experience in creating reviewing and/or summarizing public policy documents.
Minimum Education and Experience Requirements

Bachelors degree political science public administration communications journalism English or closely related curriculum and two years of professional experience in lobbying governmental relations political campaigns broadcasting communications or public relations; or an equivalent combination of training and experience.
