Torch Technologies is seeking a Program Analyst to join our team supporting the Planning Programming Budgeting and Execution (PPBE) process. This position supports PEO Aviation.
Responsibilities:
This position requires a highly motivated individual with knowledge of budget execution and the ability to perform mid-level financial analysis and develop products that facilitate the Planning Programming Budgeting and Execution process for the Program Office.
- Support Assistant Product Manager (APM) in identifying and reducing any cost schedule and technical risk and barriers that may prevent the product from achieving its objectives.
- Acts as a key technical expert on financial analysis issues concerns and special projects
- Interfaces with top management responding to their requests for financial data and to resolve reporting and compliance issues.
- Prepares special reports and financial studies for management and alerts them to significant variances to plan.
- Reviews and advice APMs/SAMs/PIs on process for properly planning budget for current future and prior year.
- Perform budget execution duties with Government software/systems such as General Fund Enterprise Business Systems (GFEBS) Wide Area Workflow (WAWF) Logistics Management Program (LMP) Comprehensive Cost and Requirements (CCaR)/Project Management Resource Tools (PMRT) and Defense Travel Systems (DTS).
- Serves as Program Analyst Workflow in PMRT CCaR with updating the Budget Authority Editor in PMRT CCaR.
- Knowledge of and adherence to financial management regulations to include DOD 7000-14 FMR 37-100 FMR 37-1.
- Develop and coordinate the annual Program Objective Memorandum (POM) the Program Management Review (PMR) Weapon System Review (WSR) and the bi-annual update of the P and R Forms.
- Coordinate budget execution monthly actuals reporting and variance analysis.
- Monitor budgets and spending for a wide portfolio of Aviation programs to include appropriations OMA OCO APA RDT&E SSTS and SDT.
- Executes and monitors the release of funding via MIPRs PWDs and contract modifications with other government agencies.
- Examine and report variances on commitments obligations and disbursement goals on prior and current years.
- Review and advise the Product Office and its support personnel on the processes for proper budget planning for current and future years. Provides input with Mid-Year Reviews PMR Reviews Financial Briefings and Support Agreements.
- Responsible for smart charts G-8 responses purchase forms review and preparation and G-8 POM submissions.
- Bachelors Degree in Finance Accounting Business Administration a related field or equivalent experience.
- 8 years financial analysis experience
- Active Secret Security Clearance
- Proficient in Microsoft Office with a strong background in Excel and Power Point
- Work effectively with others and manage multiple projects simultaneously
- Strong interpersonal relations skills
- Excellent verbal and written communication
- U.S. Citizenship required
Preferred Qualifications:
- 10 years of experience is preferred
- Budget knowledge and experience with PEO Aviation or Other Government Agencies
- Familiar with Government software/systems such as General Fund Enterprise Business Systems (GFEBS) Wide Area Workflow (WAWF) Logistics Management Program (LMP) Comprehensive Cost and Requirements (CCaR)/Project Management Resource Tools (PMRT) and Defense Travel Systems (DTS).
