Position Overview

The Illinois Department of Corrections is seeking a statewide Environmental Services Program. Key duties include developing and implementing environmental policies ensuring compliance with health and safety regulations and serving as a subject matter expert on relevant laws. The role involves conducting site visits managing budgets coordinating training programs and supervising staff including assigning work and conducting performance evaluations. Additionally the position involves planning proposals for environmental services and assisting with vendor selection and assessments. Essential Functions

  • Plans organizes and directs statewide Environmental Services Program.
  • Plans and develops a system of contract monitoring including both administrative and clerical issues.
  • Serves as a full-line supervisor.
  • Plans and develops requests for proposals for institutional environmental services programs.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of a masters degree in health hospital business administration public administration or nursing.
  • Requires four (4) years of post-graduate experience.
  • Of the four (4) years of post-graduate experience requires that three (3) of the years must be administrative experience in the environmental occupational health and safety or industrial hygiene fields.
  • Of the four (4) years of post-graduate experience requires that one (1) year must be in evaluating environmental or health and safety programs.

Preferred Qualifications

  • Prefers at least three (3) years of experience developing environmental services policies and procedures.
  • Prefers at least three (3) years of experience in implementation monitoring and evaluation of environmental services policies and procedures.
  • Prefers at least three (3) years of experience providing policy recommendations budgeting and staffing for a public organization.
  • Prefers at least one (1) year of experience establishing and monitoring an environmental services program budget.
  • Prefers at least three (3) years of experience in monitoring inspecting and evaluating environmental services program issues in health care and/or industrial process plant settings.
  • Prefers at least three (3) years of experience in development and implementation of safety and sanitation standards in health care and/or industrial process plant.
  • Prefers at least three (3) years of experience in the monitoring and evaluation of safety and sanitation in health care and/or industrial process plant settings.
  • Prefers experience in contract monitoring vendor selection and procurement practices in state agencies or large health care programs or industrial process plant.
  • Prefers at least three (3) years of supervisory experience in environmental services occupational health and safety industrial hygiene and sanitation programs.
  • Prefers certification in environmental/occupational health or safety and sanitation standards and practices.

Condition of Employment

  • Requires ability to travel in the performance of duties with overnight stays as appropriate valid drivers license.
  • Being on-call is a condition of employment that will be required.
  • Overtime is a condition of employment and you may be requested or required/mandated to work overtime including scheduled unscheduled or last-minute requires the ability to work evenings and weekends.
  • Requires ability to carry a state cell phone.
  • Requires ability to pass the IDOC/IDJJ background check.
  • Requires ability to pass a drug screen. The use of unauthorized drugs by an employee regardless of position held is prohibited.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result the employee should be aware that if offered non- State employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such non- State employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Term Appointment:Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Correctionss discretion.
