This position is open to current Colorado residents only.




Although the full salary range for this position is provided appointments are typically made at or near the range minimum.


Located within the Colorado Department of Human Services the Office of Civil and Forensic Mental Health (OCFMH) is responsible for policy development service provision and coordination program monitoring and evaluation and administrative oversight for the public behavioral health system. OCFMH funds supports and monitors numerous mental health and substance abuse community programs and providers. OCFMH also operates the Colorado Mental Health Hospitals at Fort Logan and Pueblo and the Forensic Services Division. OCFMH executes the States federal responsibilities as the State Mental Health Authority and State Substance Abuse Authority for the purposes of administering federal mental health and substance abuse block grant funds.

The Forensic Services Division is responsible for six departments including Forensic Community Based Services (FCBS) Jail Based Evaluation and Restoration (JBR) Outpatient Restoration (OPR) the Forensic Support Team (FST) the Court Services Department and the Operations Department.

The Operations Quality Assurance (QA) Team supports the programs within Forensic Services to ensure that the current resources are being efficiently utilized to meet the current demand to develop a comprehensive plan to meet the anticipated need and to develop strategies to reduce the criminalization of persons with a behavioral health disorder. This team is responsible for conducting ongoing reviews of the work within the division providing feedback and coaching documenting quality assurance activities development and maintenance of policy and procedure and maintaining records for the division. The goal of the QA Team is to develop and coordinate work to implement and maintain quality management programs that effectively measure assess and continually improve the access and quality of care provided to clients served in Forensic Services. The QA team is responsible for policy updates and policy development as FSDV expands and changes.

Our teams work within various settings including community agencies jails courts and hospitals. The locations can include locked units and secure facilities and our clients may at times be unpredictable due to their mental health needs. Our team is required to make critical decisions in dynamic and fast-paced environments in order to ensure a high level of accountability for patient care. Our staff are required to maintain updated skills knowledge abilities and competencies necessary to the position through continuing education clinical supervision literature review and discipline and team development. This position may be required to travel throughout Colorado to meet the needs of the department.

Description of Position:

The Operations QA Team within Forensic Services is a newly created unit in FY 23-24. With the unprecedented growth and demand on services within the FSDV this new unit was established to ensure that Forensic Services is fully aligned and engaged to support the OCFMH its vision and the needs of the citizens. The Operations QA Team supports the programs within Forensic Services to ensure that the Offices current resources are being efficiently utilized to meet the current demand to develop a comprehensive plan to meet the anticipated need and to develop strategies to reduce the criminalization of persons with a behavioral health disorder. The Operations QA Team includes QA Supervisor (IIB-06253) QA Program Evaluation (IIB-06254) Medical Records Technician (IIB-06256) Policy Specialist (IIB-06255) and Administrative Assistant (IIB-06257). This team is responsible for conducting ongoing review of the work within the divisionproviding feedback and coaching documenting quality assurance activities development and maintenance of policy and procedure policy development and maintaining records for the division.


Primary Job Duties:


Policy Consultant

  • Responsible for becoming familiar with all policy that affects the work of the division including but not limited to federal law state statute rules and regulations and the consent decree. The policy specialist ensures that client-facing and support staff are aware of policies and regulations that may affect their work and remain in compliance with these policies as well as staying up to date with any relevant changes in policy. The work includes responding to any critical incidents and assessing if internal policies should be updated to keep staff and clients safe. This position is responsible for updating and disseminating all policies to the division. The position may be asked to train on new policies and be able to work within teams to ensure that teams are aligned with division goals
  • Reviews and evaluates organizational policies practices structure functions programs work methods resources relationships between various systems and management and program performance to increase efficiency and effectiveness of systems
  • Compiles and analyzes information collected verifies accuracy of information identifies issues and problems and formulates recommendations that will encourage change within the Division
  • Identifies problems within various departments and offers recommendations and implements solutions
  • Analyzes proposed legislation policies processes and procedures for possible impact on services
  • Serves as the Division expert on policy and represents the Division before stakeholders federal and local government state agencies other governmental agencies and interest groups
  • Acts as a policy subject matter expert to provide support and guidance to staff within the Division
  • Serves as a department point person responsible for identifying operational improvements and directing specifics for policy improvement

Quality Assurance Auditor/Analyst

  • Rviews client files and weekly data to assess compliance with the expectations of statute and the consent decree and work with the Program Director and or QA Program Managers to implement corrective action if necessary when teams or individuals are consistently out of compliance
  • Designed to provide back up internal case review audits and analysis services to all departments within Forensic Services. This includes but is not limited to; the Forensic Support Team (FST) Outpatient Restoration Forensic Community Based Services (FCBS) Jail Based Restoration Evaluation Services and Administrative Services
  • Uses case audits to ensure quality assurance and continuous quality improvement of services provided to the forensic population by Forensic Services and drives decision-making with relevant results and analyses that influence positive outcomes

Training

  • Leads and assists in the facilitation and training across Forensic Services for continuous quality improvement initiatives
  • Facilitates and leads continuous improvement efforts (workshops training and coaching) using methods for data gathering and analysis problem solving project management and professional presentation skills
  • Determines and implements training within Forensic Services to deliver specific training and technical assistance. This position develops instructional guidance to provide direction on consistent implementation to intra-agency departments within Forensic Services
  • Interpret and communicate results to all audience
  • Communicates and teaches process improvement methods tools techniques and best practices to staff within Forensic Services and develops communication and training materials in alignment with department strategies or policies. This position creates and presents process improvement techniques and improvement results to various audiences

Five (5) years of relevant experience in an occupation related to the work assigned to this position

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned to this position equal to five (5) years
