JOB SUMMARY:The Norfolk Airport Authority is seeking a highly motivated and experienced Procurement Assistant Manager to oversee and manage the procurement operations in compliance with the Authoritys policies Virginia Public Procurement Act (VPPA) and other applicable laws and regulations. This position is responsible for planning directing and coordinating all procurement activities including purchasing goods and services vendor management contract administration and strategic sourcing.

ESSENTIAL JOB FUNCTIONS:The following duties are typical for this position. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  1. Develop implement and oversee procurement strategies and policies aligned with the Authoritys goals and the VPPA.
  2. Manage the full procurement lifecycle including requisitions solicitations (RFPs IFBs) contract negotiation award and vendor performance.
  3. Supervise procurement staff and coordinate training and professional development.
  4. Provide guidance and trainings to internal departments on procurement best practices and compliance requirements.
  5. Attend local business programs that benefit Authority procurement goals.
  6. Review and approve procurement documents for accuracy completeness and legal sufficiency.
  7. Collaborate with finance legal for solicitation and contract drafting.
  8. Utilize eVA (Virginias electronic procurement system) for sourcing.
  9. Conduct training for Authority staff on procurement policies and procedures.
  10. Research market conditions business developments economic trends availability and related factors.
  11. Develop and maintain statistical reports of activity expenditures and savings.
  12. Cultivate Authority procurement initiatives and goals regarding minority and disadvantaged business contracting.
  13. Create resources and templates to ensure VPPA compliance and improve department procurement efficiency.
  14. Ensure NAA is utilizing cooperative procurement opportunities.
  15. Administer and adhere to all Authority policies and guidelines.

KNOWLEDGE SKILLS AND ABILITIES:The following generally describes the knowledge skills and abilities required to enter the job and/or be learned within a short period of time to successfully perform the assigned duties.

  1. Ability to draft and implement contracts and requests for proposals.
  2. Knowledge and use of different contracting processes (eg: RFPs bids).
  3. Ability to draft and take the lead on new procurement procedures.
  4. Ability to make detailed analyses of data and make recommendations.
  5. Confidently capable use of Microsoft Office Suite (Teams Excel and Word).
  6. Comprehensive knowledge of the VPPA and public sector procurement practices.
  7. Ability to lead supervise and motivate a diverse team.
  8. Excellent written and verbal communication skills.

EDUCATION/TRAINING:

  1. College degree in related field preferred.

EXPERIENCE:

  1. At least 3 years in public procurement including supervisory experience.
  2. Experience with eVA and similar government procurement platforms.

CERTIFICATIONS:

  1. Virginia Contract and Risk Management (VCARM) preferred.
  2. Virginia Contracting Associates (VCA) preferred.
  3. Virginia Contracting Officer (VCO) preferred.

SPECIAL REQUIREMENTS:

  1. Ability to obtain and maintain eligibility to hold a Security Identification Display Area (SIDA) badge as may be required by assigned job duties and responsibilities.

EQUIPMENT OPERATION: Personal computer copier phone system credit card machine and fax machine.
