Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Our Hazel McCallion Line LRT Office is looking to hire Manager Construction reporting into the Senior Project Manager Construction. This position will be responsible to ensure overall LRT project meets the requirement set by the Contracting Authority. The position will be responsible for managing project level issues and will involve construction management contract and schedule management stakeholder management and support to project deliverables during all stages of project design and construction.

What will I be doing
  • Oversees consultant and contractor scope and quality of work identifies existing and potential issues and initiates corrective action to mitigate project delays or budget impacts; determines what requires escalation and initiates appropriate action
  • Identifies and acts on construction and safety issues and risks.; collaborates with Senior Manager and other team members to ensure corrective actions are implemented.
  • Oversees day-to-day project construction and commissioning progress; reviews status reports; participates in related meetings and provides input to resolve issues
  • Manages relationships with contractors to ensure performance and infrastructure meet Project Agreement (PA) requirements; conducts regular site meetings to monitor progress.
  • Oversees contractors construction to ensure compliance with PA OPSS CSA Municipal & MTO standards.
  • Provides leadership to project commissioning and handover activities for third-party stakeholders in alignment with Project Agreement and conditions as well as corporate quality requirements.
  • Regularly liaises with consultants contractors internal stakeholders and external stakeholders which includes government agencies municipal authority private utility etc. on Project Agreement timelines deliverables changes and other issues impacting project progress quality cost and safety
  • Establishes and maintainsconstruction quality control and assurance on assigned projects; ensures deficiencies/non-conformances are addressed immediately.
  • Manages relationships with external consultants contractors and vendors to ensure performance and products/services meet contractual agreements; conducts regular site meetings to discuss progress and resolve issues.
  • Works with customer and community stakeholder relations to identify and rectify situations in a timely manner.
  • Support commercial teams with claims variations and NCR execution.
  • Proactively lead design and constructability issues with designer contractor and develop site specific solutions.
  • Support Project Control team for budget and schedule monitoring and associated logics.
  • Consults with railways provincial ministries and agencies municipalities privatecompanies and the public to facilitate the advancement of capital projects.
What Skills and Qualifications Do I Need
  • Completion of a degree in Civil/Architectural Engineering Construction Project Management or a related discipline or a combination of education training and experience deemed equivalent.
  • Demonstrated experience in construction management related to capital/infrastructure construction projects with similar complexity and magnitude.
  • Professional Engineer (P. Eng.) or Project Management Professional (PMP) designation isan asset.
  • A valid Ontario Class G drivers license isrequiredto travel to various site locations meetings operational facilities etc. Must meet and maintain the corporate standard for a good driving record.
  • Project management methodologies to manage construction projects from start to completion; knowledgeable of procurement processes to identify opportunities for improvements and cost savings.
  • Proven experience in alternative project delivery (P3 Alternative Financing and Procurement) models of linear transit facilities within an urbanized municipal environment is an advantage.
  • Knowledge of Contract Law and standard contract forms (CCDC) the Occupational Health and Safety Act Environmental Assessment Act and the requirements of the Professional Engineers Act
  • Knowledge of Human Resources legislation (e.g. Employment Standards Act Occupational Health & Safety Act etc.) to monitor and manage employees and contractors including experience in the application of collective agreement provisions.
  • Understands theories principles and practices of civil and architectural design and construction skill and proficiency in broad phases of engineering application.
