About the Position:
As a Housing Compliance Specialist in the Community Development Department you will be responsible for monitoring and supporting the Citys portfolio of affordable housing communities. This includes performing on-site inspections reviewing tenant files analyzing financial reports and ensuring compliance with local state and federal regulations such as HOME Section 202 and LIHTC.

You will work closely with property managers developers and internal City staff to protect public investments in housing promote fair housing practices and uphold quality standards for residents. This is a dynamic detail-oriented role that combines field work technical knowledge and collaboration to maintain the integrity of affordable housing programs in our community.



What Youll Be Doing Here

The Ideal Candidate:

  • Regulatory Expertise: Possesses a strong understanding of affordable housing programs including HOME Section 202 and Low-Income Housing Tax Credits (LIHTC) and is confident navigating federal state and local compliance requirements.

  • Analytical Skills: Demonstrates the ability to review tenant files analyze property financials identify trends and interpret data to ensure consistent program performance and regulatory adherence.

  • Attention to Detail: Accurately documents inspections maintains compliance records and prepares clear and comprehensive reports that support ongoing monitoring and auditing.

  • Communication and Collaboration: Communicates professionally with property managers tenants and internal departments; responds to inquiries with clarity and diplomacy while building constructive working relationships.

  • Organized and Self-Motivated: Manages multiple tasks with efficiency and independence maintaining a consistent inspection and monitoring schedule while meeting critical reporting deadlines.

  • Customer-Focused: Approaches community stakeholders with respect empathy and professionalism; understands the importance of equitable housing practices and strives to support program success.


A Day in the Life Consists of:
  • Coordinating and conducting on-site inspections of City-funded affordable housing units to assess compliance with physical standards and program requirements.

  • Reviewing tenant files and rent rolls to ensure proper income eligibility and adherence to fair housing and affirmative marketing policies.

  • Preparing detailed inspection reports summarizing findings and tracking corrective actions for any deficiencies identified.

  • Communicating with property management teams to offer guidance and follow-up on compliance matters.

  • Analyzing financial statements budgets and residual receipts reports for assisted projects and entering data into tracking systems.

  • Collaborating with the Finance Department to ensure housing loan records are accurate and up to date.

  • Drafting and maintaining standard operating procedures and assisting in preparing audit materials and internal reports.

  • Participating in internal meetings and contributing to strategic discussions on improving program operations compliance tracking and reporting efficiency.

What You Need to Qualify

Education and Experience:
Bachelors degree in public administration business administration finance economics or a related field; at least three (3) years of responsible experience in community development use of HOME funds property management or work within a housing regulatory agency; or an equivalent combination of training and experience. A Masters degree is highly desirable.


Knowledgeof:

  • Reviewing monitoring inspecting and reporting in accordance with appropriate local state and federal guidelines and laws.
  • Collecting evaluating and interpreting appropriate and applicable data.
  • Providing specialized housing information real estate management and fair housing expertise.
  • Preparing clear concise and comprehensive correspondence reports studies and other written materials.
  • Understanding interpreting and responding to internal and external customer needs.
  • Presenting conclusions and recommendations clearly logically and persuasively to both internal and external audiences.
  • Organizing setting priorities and making sound independent judgment in complex difficult inspection work within areas of responsibility.
  • Exercising tact and diplomacy in dealing with sensitive and complex issues and situations.
  • Communicating clearly and concisely
