Milwaukee Area Technical College (MATC) is Wisconsins largest and most diverse technical college offering 170 high-quality programs that connect students to a career in as little as one to two years. Under the leadership of the Dean Community Educational and Strategic Engagement provides strategic direction and leadership in the long-term planning and daily operations of the Workforce Solutions department. Creates and establishes partnerships that increases service and revenue opportunities; manages a sales force and achieves revenue goals; builds presence of the MATCs services in the business community; develops effective sales and marketing initiatives and collaborates with economic development organizations that addresses workforce needs and talent development of the region. Work requires the use of independent judgment working from broad institutional and divisional policies and general objectives.

Characteristic Duties and Responsibilities

Strategic Visioning: Through an entrepreneurship business model provides vision leadership and direction for the Workforce Solutions department activities that includes providing customized training technical assistance and professional development for credit-and non-credit classes; and ensures that annual program revenue targets are achieved.
Identifying Markets: Establishes and maintains a focus on business development activities that have the most potential to meet area workforce needs provide revenue to the college and enhance the colleges position in the business community as a valued training partner.
Developing Effective Partnershipswith business industry and community organizations and non- profits in the identification of training needs including conducting quantitative and qualitative assessments developing customized workforce solutions and aligning work with key metrics (e.g. revenue profit/loss ratios sector ratios number of trainees etc.).
Collaborating with staff and academic leaders to identify and market to industry trends and works in partnership with college marketing and communications to market Workforce Solutions services.
Accounting Management: Develops and manages structured account management processes focused on building
long-term relationships and uses strategies to generate higher and sustained sales from net new existing
customers.
Budgeting & Fiscal Responsibility: Prepares and manages the annual budget for the department based on college budget guidelines and assumptions. Sets the strategic vision for the operational budget based on established and approved strategic goals and objectives.
Training and Facilitating: Collaborates with the Vice Provost Deans Associate Deans and faculty to identify and assign faculty for training assignments for contracts to deliver customized and professional development training.
Developing Curriculum: Partners with the Vice Provost Deans Associate Deans and faculty and/or external partners to develop new training curriculum for non-credit offerings.
Registration & Scheduling Management: Partner with the Registrars office to enroll the participants into the Workforce Solutions training sections. Coordinates with finance and class scheduling to create contracts and schedule closed contract sections.
Workforce Advancement Training (WAT): Grant Management and Administration: Identifies and assists in the preparation and administration of WAT grants and occasionally local state or federal grant applications. Provides support for initiatives of the college that may affect the operation of the college (e.g. outcomes- based funding procedures grant activities WTCS mandates Higher Learning Commission (HLC) activities).
Data-Driven Decision Making and Continuous Improvement: Leverages data analytics to drive informed decision-making and fosters continuous improvement within the area of responsibility. Analyzes key performance indicators (KPIs) and relevant metrics to gain actionable insights and monitors performance measures aligned with organizational goals. Utilities data to inform strategic and operational decisions. Applies continuous improvement methodologies (e.g. Plan-Do-Study-Act) based on data analysis promoting a data- driven culture and enhancing team data literacy.
Committee Participation and System Engagement: Participates in cross-functional committees and advisory boards. Organizes reviews and debriefs meetings among stakeholders.
Cross Functional Relationships and Collaborative Teamwork: Establishes maintains and enhances positive work relationships with staff faculty administrators outside agencies and students. Works collaboratively with team members other Deans and colleagues to achieve college objectives and provide a high level of service to students and employees by developing and sustaining effective working relationships and partnerships. Maintains high standards of professionalism within a matrix environment.
Leadership and Supervision: Develops and manages high performing teams with highly skilled and motivated staff focused on the delivery of quality and value-added services and allocates cross-functional responsibilities and work processes. Responsibilities include hiring training coaching/mentoring performance management and progressive discipline as needed for departments supervised.
Ethics and Confidentiality: Practices honesty by demonstrating a consistent and uncompromising adherence to strong moral and ethical principles values truthfulness and accuracy in all actions. Addresses all student and employee behavior in a confidential and respectful manner.
Continuous Learning & Professional Development: Maintains current knowledge of best practices and standards in higher education with an emphasis on community colleges. Actively organizes and/or participates in applicable workgroups trainings workshops seminars committees and professional associations or conferences to promote continuous learning.
Other duties: Performs other related duties within the scope of the position as required for the efficient operation of the division and to support institutional objectives.

Supplemental Information

Start Date: This position supports the Workforce Development Division with an anticipated start date of late mid to late August 2025.

Job Parameters: This is a 1.0 FTE or 40 hours per work week 100% IN-PERSONposition. Hours are typically Monday through Friday during normal business hours. Flexibility is essential as the role may require occasional evening night and weekend hours as well as travel to other campuses. Office is based out of our Milwaukee Downtown Campus. Employees will conduct all work hours in the State of Wisconsin performing work outside the state is strictly prohibited.
