Job Description

Job Overview

The Payroll Coordinator facilitates the overall operations of the payroll services office for the School Division and manages the day-to-day functions necessary to ensure the financial integrity of the biweekly payroll process. This position also enforces FLSA rules and School Board policy related to the pay of LCPS employees.

Roles and Responsibilities

The following information is intended to describe the overall nature and scope of the work being performed. This is not a comprehensive listing of all responsibilities or tasks; work may differ and other work may be assigned when deemed appropriate.

  • Develops and maintains appropriate controls to ensure the financial integrity of the biweekly payroll process in its entirety including costing to the General Ledger
  • Provides advice analysis and assistance in the review and resolution of employee related payroll issues
  • Partners with Payroll Director and Supervisor in recruiting interviewing and making recommendations regarding personnel for the Payroll Department and assists with providing feedback on performance management and corrective action
  • Plans and facilitates training for the payroll staff to support competency quality and consistency with performing all aspects of job responsibilities
  • Assists in the development and implementation of communication and trainings to inform and educate employees and supervisors
  • Assists in managing risk and matters of compliance related to Federal State and other statutes regarding tax laws regulations and School Board Policy
  • Leads large/complex projects related to the development of business process implementation of new systems/updates and testing
  • Prepares informational requests for senior management the School Board external Freedom of Information Act Requests (FOIA) and auditors
  • Collaborates with the Department of Human Resources and Talent Development for any employee changes employment calendars hourly rates for extra hours worked and Banded rates
  • Liaises with all departments as it relates to the processing of time and pay
  • Assists in year-end processes for accrual plans and accrual back of earnings taxes and employer retirement account premiums.

Qualifications

Below are the minimum qualifications for this job. Equivalent combinations of education and experience are also acceptable.

Education

Bachelors degree from an accredited university in accounting finance or related field

Experience

Five years of full-time accounting financial analysis or related experience

Licenses and Certifications

NA

Knowledge Skills and Abilities

  • General knowledge of or prior exposure to the public school system
  • Experience with payroll/Human Resources Management Systems (HRMS)
  • Ability to meet tight deadlines in a fast-paced work environment

While performing the duties of this job the employee is regularly talking expressing or exchanging ideas by means of the spoken word. The employee must convey detailed or important spoken instructions to other workers accurately loudly or quickly. The employee must possess normal cognitive abilities including the ability to learn recall and apply certain practices and policies. Frequently sitting and/or remaining in a stationary position for long periods of time. Exerting up to 25 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift carry push pull or otherwise move objects.

Telework Disclosure

Employees who perform the responsibilities of the above position have been identified as having the potential to telework. Telework is defined as completing ones duties and responsibilities at a site other than ones assigned duty location. In order to be eligible for telework privileges an employee must have demonstrated consistent positive performance and have the support and approval of their direct supervisor. In addition these employees must have reliable high-speed internet and a designated workspace that allows them privacy while completing sensitive and confidential work. Employees who are non-exempt and are teleworking will work their required scheduled hours and gain approval from their supervisor if they work more than 8 hours a day or more than 40 hours in a workweek. Teleworking privileges can be amended changed or revoked based upon the performance of the employee as well as the needs of Loudoun County Public Schools.

Salary Scale: Range: $96420- $158853
