The Job Duties:
The Procurement & Contract Administrator will advise and support on contract and procurement best practices and processes in support of OMSs strategic priorities. Supporting activities include overseeing the following:
Provide oversight and administration of service agreements
Review contract documents for completeness coherence adherence to best practices and compliance with State and Federal contracting regulations
Participate in contract performance reviews and provide compliance and enforcement support and recommendations
Manage relationships with staff augmentation vendors on behalf of OMS hiring managers and processes delivery orders for staff augmentation support
Collaborate with program management financial staff auditors and vendors
Work with program management on fiscal plans and funding guidelines to allocate money and pay invoices
Develop and implement plans to coordinate grants management and contract management work
Support responses to Freedom of Access Act (FOAA) requests related to OMS contracts.
Oversee knowledge management for the team including but not limited to by creating and maintaining a repository for Memorandum of Understandings (MOUs) updating the OMS intranet and assisting with team desk level procedures.
Recommend develop and provide modifications and improvements for competitive procurement processes and procedures
Provide support and guidance to program management in the Requests for Proposal (RFP) Requests for Information (RFI) Requests for Application (RFA) processes and other procurement processes as needed.
Work is performed under minimal supervision. This position reports to the Senior Contracts Manager.
Minimum Requirements:
Advanced education training and/or experience in contract administration accounting procurement project management financial management or another related field and demonstrated experience coordinating multifaceted projects.
Preferred experience includes:
Experience with and knowledge of the Medicaid program and/or other health and human services programs serving low-income populations
Lived experience with Medicaid and/or other health-related social needs common to individuals and families receiving Medicaid coverage
The background of well-qualified candidates will demonstrate the following competencies:
1. Experience providing high quality customer service to a wide variety of audiences.
2. Strong organizational skills and attention to detail.
3. The ability to communicate effectively both verbally and in writing.
4. Proficiency in organizing and maintaining complex systems of information.
5. Knowledge of or the ability to develop knowledge of the State of Maines contracting and procurement policies and processes.

About Us:
The Maine Department of Health and Human Services (DHHS) is dedicated to promoting health safety resilience and opportunity for Maine people. OMS works collaboratively with other State agencies the Legislature the Office of the Governor MaineCare members health care providers and other health care purchasers on statewide healthcare improvement initiatives. OMS also provides oversight necessary to ensure accountability and efficient and effective administration of the states Medicaid program.
The OMS Contracts Management team plays a critical role in the success of the MaineCare program by overseeing and supporting the management of over $300 million worth of MaineCare-related service contracts. These contracts include fiscal agent claims processing services statewide transportation programs behavioral health administrative services pharmacy benefits administration actuarial services staff augmentation policy and analytics support program evaluation services member outreach support and much more. The team collaborates across OMS and DHHS to ensure that procurement contract negotiation contract execution and contract performance monitoring run smoothly and in accordance with State and federal requirements.
