Job Description

The Analytics Director position resides in the DPH Information Technology (IT) Division as a direct report to the Chief Data Officer. The IT Division is a full-service organization of 300 staff that delivers business intelligence and data integration services network and hosting infrastructure information security project and portfolio management application management client technology and support clinical nursing informatics user experience and change management services and cloud collaboration services.

Responsibilities and duties include but are not limited to the following:

  • Leads the adoption of advanced analytics and data-driven approaches to enhance patient care operational efficiency and financial performance.
  • Works across DPH to standardize analytic tools staff training/skill sets and data infrastructures to develop sustainable reporting environments for predictive analytics to identify risks trends and opportunities in patient care and resource allocation.
  • Champions a data-driven culture across clinical operational and administrative functions.
  • Develops analytics solutions to monitor and improve patient outcomes public health initiatives and enhance population health management.
  • Partners with clinical leaders to create dashboards and tools that support evidence-based decision-making.
  • Identifies and evaluates innovative solutions to enhance patient engagement personalized care and operational efficiencies.
  • Oversees the collection organization and interpretation of large data sets to identify trends patterns and insights.
  • Partners with IT to ensure the availability integrity and security of data systems and platforms.
  • Ensures data accuracy consistency and accessibility while maintaining high standards for data privacy and security (e.g. HIPAA compliance).
  • Collaborates with IT and data management teams to build and maintain scalable analytics infrastructure standardizing tools and user trainings where feasible.
  • Creates a unified analytics platform that coordinates the integration of clinical operational and financial data from multiple sources.
  • Sets strategy for how DPH collects prepares analyzes and utilizes data to support improvement work and the achievement of strategic objectives.
  • Participates in DPH Information Governance either as a member or leading specific subcommittees and projects.
  • Coordinates the effort to drive DPH to becoming a more data-driven organization through transparency training and collaboration.
  • Serves as an entity leader to increase analytical capabilities and optimize the return on data to get more out of the data than the effort taken to collect it.
  • Actively participates with partner organizations and/or city agencies to standardize and implement best practices for master data management.
  • Modernizes the DPH data home including the introduction of cloud-hosted data and analytics capability to existing service offerings.
  • Analyzes and manages risks and interdependencies related to business intelligence data lifecycle management and information governance within and across service lines in consultation with stakeholders.
  • Collaborates on the creation of key performance indicator dashboards for DPH divisions.
  • Manages vendor partners and contracts.  
  • Ensures risks associated with projects are escalated in a timely manner.
  • Coordinates with legal privacy/compliance information security clinical operations and health informatics partners to develop and improve DPH policy and procedures around master data management data sharing and data access.
  • Manages complex and often competing projects identifies risks and mitigation strategies to reduce resource contention impact to goals schedule and budget.

The Analytics Director may perform other duties as assigned/required.


Qualifications :

MINIMUM QUALIFICATIONS (REQUIRED)

Experience: Five (5) years of experience in healthcare IT analytics or a related field AND three (3) years of experience with healthcare IT systems (e.g. EHRs like Epic Cerner Avatar).

Education: An associate degree or above from an accredited college or university.

Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis. One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units.

One-year fulltime employment is equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40-hour work week).

DESIRED QUALIFICATIONS

  • Experience in a complex healthcare reporting environment
  • Familiarity with database management systems and cloud-based analytics solutions (e.g. AWS Azure)
  • Experience with analytics tools and data visualization (e.g. Power BI SQL Python R Snowflake).
  • Epic Cogito Clarity or Caboodle data model certification
  • Knowledge of LEAN fundamentals including but not limited to A3 thinking Value Stream Mapping and Kaizen events.
  • Experience with applicable federal state and local regulations relating to the processes of the area of purview and electronic health records.
  • Excellent written and verbal communication skills
  • Strong understanding of statistical methods predictive modeling and machine learning techniques.
  • At least 3 years in a managerial or leadership role
