Description of Job
About the Work Unit:
This unit designs constructs maintains and operates the Region 1 transportation system in a manner which helps preserve the environmental resources present within our Region. The Region 1 unit works with CDOT headquarters to provide program management information from the Region in real time to support statewide delivery initiatives.
About the Position:This position Region 1 Senior Water Pollution Control Manager is a lead for active construction stormwater inspection compliance for CDOT Region 1.
Tasks include performing the MS4 Permit required stormwater inspections on active construction and post-construction sites.
Clarifying stormwater management plans specifications and Colorado Discharge Permit System (CDPS) permit regulations to contractor and project staff.
Tracking and reporting training and explaining the Construction Sites program of CDOTs MS4 (Municipal Separate Storm Sewer) permit of which Region 1 has the largest program most complex projects and highest project volume.
Act as an independent water quality resource pacesetter who will be responsible for overseeing a high volume of various level complexity projects throughout active construction and into the post-construction phase.
The majority of work is in-field driving to job sites walking on uneven surfaces in a variety of weather conditions (heat cold wet and windy). This position requires communication with CDOT maintenance staff construction engineers and contractors about observations and offering solutions. The rest of the time is creating reports reviewing findings and reviewing documentation with tight deadlines.
Major Duties and Responsibilities include but are not limited to the following:
Active Construction Stormwater Inspections
- Attends project pre-construction meetings with CDOT staff and contractors and provides information about stormwater management and erosion control requirements for the construction project.
- Conducts monthly in-field stormwater inspections on active highway construction projects. This requires a review of the projects stormwater management plans specifications and stormwater permit regulations making sure the in-field project site is compliant with CDOT specifications CDOT MS4 Permit and the CDPS permit;
- Uses the CDOT ESCAN software documents the inspection of the active project construction site to identify and document any deficiencies in stormwater Control Measure (CM) and create a defensible report which is sent to the CDOT project engineer and the contractor;
- Provides compliance advisory assistance to the project engineer and contractor for complex and unique erosion and sedimentation problems found on the project site.
- Ensures inspection report is completed and sent to the contractor within the regulatory requirement amount of time that the findings are completed by the contractor within the regulatory requirement amount of time and that the findings are closed within the regulatory requirement amount of time;
- Advises the project engineer on corrective action processes and procedures if the contractor does not meet the regulatory requirements for repairs. Know when to teach and when to escalate to management a non-compliance situation;
- Works closely with the contractors erosion control supervisor to determine what CMs are left on site until final stabilization occurs;
- Share stormwater lessons-learned with design water quality staff environmental staff engineers and maintenance staff;

Post-Construction Site Stormwater Inspections
- Monthly performs the required stormwater inspections on project sites which have not yet achieved final stabilization;
- Prepare reports and documentation on site conditions and update site specific stormwater management plans;
- Works with the CDOT project engineer and the CDOT resident engineer provide technical expertise on erosion blow out repairs;
- Works closely with the Region Landscape Architect determine if a site meets revegetation success criteria and recommends that the CDPS permit be terminated;

MS4 Annual Reporting
- Collects data and findings from construction inspections throughout the year which are then summarized in an annual report to the Environmental Programs Branch and sent to the Colorado Department of Public Health and Environment (CDPHE).
Communications
- Requires strong verbal communication skills with engineering and contractor staff ;
- Writes defensible inspection reports memos and emails using technical water quality language;
- Requires good reading and comprehension skills for regulatory requirements plan reading skills of engineering drawings/specifications and interpretive skills;
- Exchanges information with a variety of levels of internal staff and external customers. This includes co-Water Pollution Control Manager senior water quality staff CDOT project engineers Region management and Environmental Programs Branch staff. External customers like contractors consultants Federal Highway Administration (FHWA) regulators like CDPHE and the U.S. Environmental Protection Agency (EPA).
Support to Region 1 Environmental Unit
Other duties as assigned to support the Region Environmental Unit in environmental analysis environmental review environmental clearance environmental mitigation and regulatory compliance.
Work Environment
- Primarily 8:00 am 5:00 pm work hours with occasional night inspections;
- Working in-field active highway construction sites in weather including heat cold wet and wind;
- Frequent walking in uneven ground including slopes;
- Required to operate a CDOT vehicle to drive to multiple construction sites in CDOT Region 1 which is comprised of Arapahoe Adams Broomfield Clear Creek Denver Douglas Gilpin and Jefferson counties;
- Occasional day or overnight travel within Colorado to attend in-state training conferences or meetings.
Minimum Qualifications Substitutions Conditions of Employment & Appeal Rights
Experience Only:
- Eight (8) years of relevant experience in an occupation related to the work assigned to this position. At least 4 years of experience with a primary focus in water quality regulatory compliance as it relates to supporting construction projects duties of this position will be considered.
OR
Education and Experience:
A combination of relevant education and experience equal to at least 8 years.- Education from an accredited college or university with coursework in water quality construction management hydraulics biology ecology environmental science soil sciences natural resources or another field of study related to the duties of this position will be considered.
- Experience (with a primary focus on) in water quality regulatory compliance as it relates to supporting construction projects duties of this position will be considered.
