Job Description

Responsibilities

The Justice and Inclusion Admin is responsible for overseeing the investigation of civil rights cases related to fair housing employment public accommodations and credit as well as other forms of discrimination that violate city ordinances and federal laws. This includes enforcing the Fair Housing Act implementing civil rights education and outreach programs and advising the Human Relations Council (HRC) Board on civil rights trends and policy recommendations in Dayton.The Justice and Inclusion Adminensures investigations are thorough makes formal recommendations on findings and educates the Board and staff on potential policy impacts. Additionally the role involves referring inquiries to community resources advising the Executive Director of HRC on civil and human rights issues affecting residents quality of life and developing strategies to address systemic barriers.The Justice and Inclusion Adminmust have comprehensive knowledge of applicable city state and federal civil rights and landlord-tenant laws. This position also includes supervising staff coordinating projects guiding investigators and reviewing reports. The incumbent engages with the community through educational events and advises employers and housing providers on discriminatory practices and policy revisions. In addition manages the public hearing and appeals processes designs initiatives to strengthen community-police relations and develops programs to enhance landlord-tenant relationships including the Preferred Property Program.


Minimum Qualifications

Bachelors degree in Urban Studies Urban Affairs Public Policy Urban Planning Transportation Planning Community Development Public Administration Political Science Demographics Econometrics Geography (GIS) Social Anthropology Environmental Studies Social Studies Sociology Social Work Criminal Justice Social Justice Human Rights or a closely related field;AND5 years of experience in civil or human rights social justice fair housing equal employment conflict management or working with immigrants and other minorities;


OR


Law degreeAND3 years of experience in civil or human rights social justice social advocacy or working with immigrants and other minorities;


OR

A law license in any U.S. jurisdictionAND2years of experience in law civil or human rights social justice social advocacy or working with immigrants and other minorities.

A Masters Degree in Business Admin Public Administration or one of the above listed areas may be substituted for one year of the above required experience.

Degree must be from a college or university that is accredited by the U.S. Department of Education through the North Central Association of Colleges and Schools Higher Learning Commission or equivalent region.

License Requirements

Must possess a validdrivers license at time of appointment and maintain thereafter as a term andcondition of continued employment.

Background Check

A background investigation and evidence of Employment Authorization and Identity is required prior to candidates must pass any level of background investigation applicable to the position including current city employees seeking transfer promotion demotion etc. into a classified position.


Medical Examination & Drug and Nicotine Testing

Final appointment is contingent upon the applicant passing a job-related medical examination including drug screen. Applicants offered employment with the City will be required to pass a nicotine screening. Newly hired employees must remain tobacco and nicotine free as a condition of continued employment. The Tobacco and Nicotine Free Hiring Policy does not apply to current City employees.
