Job Description:
- Lead allaspects of the Subcontract acquisition process from proposal stage through Program award and execution with minimal oversight.
- This acquisition process includesrequirements definition generation of Statements of Work generation of Requestsfor Proposals proposal evaluations source selections negotiationscost and price analysis file documentation ensuring compliance to all internal and Government FAR/DFAR/DPAS/CPSR Procurement Regulations change management invoiceapprovals disputeresolution and subcontract close-out.
- Responsible for managing and driving Subcontractor cost schedule and technical performance on various types of Subcontracts including Cost-Type Subcontracts.
- Ensure L3Harris and Customer objectives are achieved including on-time delivery exceptional quality and affordability.
- Draft and negotiate complex Subcontract vehicles including Subcontracts (with experience in Cost-Type subcontracts) Letter Subcontracts Teaming Agreements and Non-Disclosure Agreements.
- Establish major contractual milestones such as preliminary and critical reviews and other contractual schedule goals.
- Applyingenuity andinnovation to develop solutions to complex subcontractproblems and identify areas for performance improvement and cost reduction.
- Responsible for initiating and tracking closure of corrective action measures with Suppliers when necessary.
- Develop and maintain working relationships with cross-functional partners.
- Build and foster strategic supplier relationships.
- Providetimely and accurate subcontract status toL3Harris Management and cross-functional stakeholders.
- Ensure budget sales forecast and EVMS performance is met
Essential Functions:
- Motivated self-starter who has comprehensive knowledge of the Subcontract Management Process Flow.
- Work should be performed with minimal oversight.
- Experience managing supplier performance in the areas oftechnical scope schedule and cost.
- Experiencemanaging various types of subcontractsincluding hardware software service subcontractsand follow-on/production subcontracts.
- Experiencein the following contracttypes: FFP FPIF T&M Labor Hour Cost Reimbursement(w/fixed-fee incentive fee or award fee).
- Operate with sense of urgency and within tight deadlines.
- Adaptable to a fast-paced dynamic environment with strong prioritization and multi-tasking skills.
- Must be able to communicate effectively with a wide array of professional levels and functions.
- Must have experience with Earned Value Management processes.
- Manage program budgets and explain variances in monthly performance.
- Ability to navigate FAR/DFARS ITAR EAR regulations and internal procedures for compliance.
- Support Small Business Initiatives.
- Ability to generate spending plans payment forecastsand variance reports.
- Follow strategic direction set by Program and functional leadership.
- Proficient in Microsoft Suite of Products.
- Strong verbal and written communication skills with a high attention to detail.
- Ability to travel to supplier facilities approximately 25% (mainly domestic locations)
Qualifications:
- Bachelors Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree minimum of 13 years of prior related experience.
- Ability to obtain Security Clearance
