Safety Officer Construction (Drainage Maintenance) 6-month contract
Reporting To: Head of Department (or assigned delegate)
Core Responsibilities
Legislative & Compliance Oversight
- Maintain up-to-date knowledge of all relevant Health and Safety Legislation applicable to drainage and construction works.
- Maintain and update the Register of H&S Legislation in alignment with IMS protocols.
- Identify and communicate changes in existing legislation and ensure organizational compliance.
Integrated Management System (IMS)
- Support the implementation and maintenance of the IMS accredited to ISO 9001:2015 (Quality) and ISO 45001:2018 (Health & Safety).
- Update the Safety Statement conduct internal audits and implement corrective and preventive actions in collaboration with regional teams.
Site Inspections & Risk Management
- Develop and manage an inspection programme ensuring regular visits to all construction sites.
- Conduct weekly site inspections assess ongoing safety measures and report findings to Engineering Teams and Safety Committees.
- Carry out comprehensive risk assessments and update safety protocols as conditions evolve.
Incident Management
- Report record and investigate incidents near misses and dangerous occurrences in accordance with documented procedures.
- Compile and present H&S statistics and reports to internal stakeholders.
Contractor & Onsite Safety Oversight
- Monitor and supervise contractors from initial appointment through ongoing work.
- Ensure safety systems for traffic management lifting operations work near water/public/overhead & underground services are in place and followed.
Training & Development
- Induct new staff on health & safety protocols.
- Design and coordinate the Annual Health & Safety Training Programme in collaboration with Regional/Area Engineers.
- Maintain and update the Training Database.
- Assess the effectiveness of training courses and develop promotional initiatives around workplace safety.
Health & Safety Promotion & Communication
- Promote a proactive safety culture by developing and implementing staff safety initiatives.
- Communicate updates inspection findings and policy changes to all employees and safety reps.
- Attend and contribute to:
- Monthly Department Meetings
- Quarterly Regional Safety Committee Meetings
- Bi-annual Safety Management Meetings
- Provide support and training to Safety Representatives and be available to discuss local issues.
Administration & System Control
- Manage the Project Risk Assessment and Safety Plan Database.
- Ensure the chemical register fire register and other key H&S documents are present and up to date across offices and depots.
- Audit and review contractor H&S documentation.
Additional Duties
- Perform any other reasonable duties as directed by the Head of Section or designated authority.
Requirements
Educational Qualifications
- Minimum Requirement:
- A Level 7 qualification (National Framework of Qualifications) in Occupational Health and Safety (or equivalent).
- Desirable:
- A Level 8 qualification in Occupational Health and Safety is strongly preferred.
Construction Experience
- A minimum of 3 years of satisfactory experience in construction-related work specifically including:
- Knowledge of construction methods
- Experience in site management
- Familiarity with the construction design process
- Experience working on river or flood defence works is considered a distinct advantage.
Certifications & Requirements
- Current Safe Pass card (mandatory)
- Valid driving licence
- Access to own transport for travel to construction sites as required
