Job Description

We are working closely alongside a Local Authority in Hillingdon to assist with the appointment of a Head of Highways & Parking Operations on a 6-month contract highly likely to be extended at clients discretion. Please apply with your CV for immediate consideration.

Rate of Pay: 465.59-649.00/day

Summary:

We are seeking an experienced and strategic leader to join our team as the Head of Highways & Parking Operations. This role is critical in ensuring the effective delivery of a wide range of highways and parking services for the Council. The successful candidate will oversee major infrastructure and operational projects manage multimillion-pound budgets and lead service development initiatives. You will work closely with senior leadership external partners (such as TfL) and local communities to deliver services that are efficient sustainable and responsive to the boroughs needs.

Responsibilities:

  • Lead the delivery of all highways and parking operations ensuring compliance with statutory and legal requirements.
  • Drive continuous improvement across the service aligned with corporate objectives and KPIs.
  • Lead develop and support a high-performing team.
  • Foster a positive innovative and high-performance culture.
  • Ensure all procurement complies with Council and statutory requirements.

Requirements:

  • Degree-level education or equivalent professional experience.
  • Proven senior leadership experience in highways and parking services.
  • In-depth knowledge of highways legislation (e.g. NRSWA 1994 Traffic Management Act 2004).
  • Experience with budget management and major contractor performance oversight.
  • Strong communication strategic planning and analytical skills.
  • Ability to work across disciplines and with external stakeholders.
