Summary:

The Partnership for People with Disabilities at Virginia Commonwealth University celebrates over 40 years as Virginias University Center for Excellence in Developmental Disabilities Research Training and Dissemination ( are seeking a dynamic person to serve as Sr Finance and Business Administration Specialist.

The Partnership is a grant funded center in the School of Education at VCU. Our current funding portfolio involves a large amount of federal grants or federal flow-thru funds. Due to current climate with unstable federal grant funding support these funds are not guaranteed; therefore we cannot guarantee funding for this role long-term. However given our long history we anticipate additional funding to support the organization.

This will be an open rank position with an anticipated slotting of Sr. Financial Specialist 2 (18215). We are offering a full-time 100% position but the successful candidate can negotiate their effort between 75%-100%.

Typical Duties

  • Serve as a manager of finance personnel
  • Review and approve all fiscal transactions related to procurement travel reimbursements contracts etc.
  • Review monthly reconciliations reports
  • Meet with PIs/PDs to review monthly financial status of grant accounts
  • Train and present on financial topics to all staff and ensure finance team members are operating under current practices
  • Serve as the team lead for questions on fiscal transactions and ensure a high level of proactive customer service related to fiscal coordination
  • Prepare and deliver both regular and ad hoc reports on expenditures compared to budget analysis of expenditure
    type and financial projections
  • Assist with the budget development process including revenue projection and expense allocations
  • Assist with grant proposals
  • Work closely with OSP and G&C staff
  • Oversee all billing and ensure it meets each funders requirements
  • Assist with providing limited oversight of HR functions by working closely with HR Generalist upon request
  • Assist with providing limited support to the manager of the administrative services and technology teams
  • Demonstrate a commitment to risk assessment (considering cost benefit and impact) and risk management
  • Management of monthly department specific fiscal duties
  • Limited teleworking available after a successful probation period
  • Other duties as assigned
Qualifications

Minimum Qualifications

  • Experience with accounts payable corporate purchasing cards and travel reimbursements
  • Excellent attention to detail and ability to accurately execute financial transactions and review data
  • Must have at least 2 -3 years of reconciling accounts
  • Prior supervision experience (at least 2 years) supervising at least 2 other staff members
  • Prior experience processing finance requests
  • Prior experience processing travel requests
  • Demonstrated ability to independently problem solve using sound judgement and professional discretion
  • Experiences using procurement software systems such as Banner Finance or VCU Real Source and VCUs travel policies
  • Ability to assemble and analyze data to prepare reports and suggest potential solutions to the financial issues being analyzed
  • Working knowledge of Microsoft Office Suite (includes Word Excel PowerPoint) with intermediate to advanced knowledge of Microsoft Excel and Google Suite applications
  • Practical knowledge of Generally Accepted Accounting Principles (GAAP)
  • Demonstrated ability to work collaboratively and cooperatively in a large complex organization with the ability to work both independently and as a contributing member of a team
  • Excellent written and verbal communication skills; excellent organizational skills and high attention to detail
  • Ability to effectively communicate with a wide range of individuals at varying administrative levels within the university
  • Ability to function well in a complex fast paced multitask work environment that regularly includes a variety of projects with multiple deadlines
  • Ability to respond to requests with a professional and positive demeanor and the desire to create a positive and enthusiastic environment
  • Willingness to learn additional responsibilities related to business administration
  • Demonstrated experience working in and fostering an environment of respect professionalism and civility with a population of faculty staff and students from various backgrounds and experiences or a commitment to do so as a staff member at VCU

Preferred Qualifications

  • Bachelors degree and 1 to 3 years in administrative support role preferably with financial experience or equivalent combination of education training and experience
  • Prior University Experience
  • Experience with grants accounting
  • Experience supporting some HR functions payroll requests or effort certification
    CRA is a plus
  • Experience with staff development
