POSITION SUMMARY
Reporting to the Senior Manager People and Culture The P&C Consultant provides expert advice and consultation on a full range of human resources matters to an assigned internal client group including employee and labour relations compensation and benefits performance management health and safety the design revision and implementation of HR policies and procedures to comply with employment legislation and organizational goals. This role will focus on fostering an equitable work environment while ensuring compliance with employment standards collective agreement HR policies and best practices. The P&C Consultant will collaborate with leadership managers and employees to enhance HR policies employee engagement and workforce planning.

PRINCIPLE RESPONSIBILITIES
- Provides timely and professional human resources consultation within an assigned client group to staff and management in all human resources areas including: compensation benefits employee wellness employee relations labour relations health and safety performance management administration progressive discipline staff development and training.
- Establishes an effective work relationship with management to identify service needs and issues.
- Develops presents implements and maintains assigned HR related initiatives and chairs committees related to these initiatives as required.
- Supports the development of human resources policies ensuring these are vetted through the union if required and communicated to all staff.
- Oversees the disability management process including short and long-term leaves WSIB return to work plan accommodation plans advice and counsel to management regarding these issues.
- Provides consultation and advice on matters related to attendance management.
- Acts as a resource to client group in all areas of the OMERS pension the end of year 119 OMERS reporting for assigned client group.
- Provides advice and support to management on issues regarding restructuring plans promotion reclassifications and recommendations on new hire grading etc.
- Reviews job descriptions prepared by the Supervisor Manager and/or Director for compliance with applicable legislation recommends placement on the salary grid and prepares documentation for job evaluations committee review.
- Tracks all vacancies and ensures all job postings new positions replacements etc. are within the staffing budget as approved by senior leadership and the board.
- Ensures recruitment activities and decisions for unionized positions are in accordance with the collective agreement.
- Facilitates training sessions related to legislation; policies etc.
- Assists with preparing interview guides or questions developed by the hiring Supervisor Manager and/or Director.
- Assists with ranking methodologies and participates on selecting committees as required.
- Coaches and counsels employees and management on all employee relations matters including conflict resolution disciplinary actions and other employment related issues.
- Conducts investigations relating to harassment and bullying and in accordance with Peel CAS policies and applicable legislation.
- Ensures accurate record-keeping and compliance with HR documentation requirements.
- Assists management in managing staff performance by providing counsel on the development of performance plans and ensures performance appraisals are completed within the required timeframe.
- Ensures adherence to various employment legislation such as the Employment Standards Act Labour Relations Act the Ontario Human Rights Code the Pay Equity Act Occupational Health and Safety Act etc.
- Provides collective agreement advice and interpretation to management staff.
- Fosters a culture of belonging and psychological safety through training and policy recommendations.
- Supports change management initiatives to enhance workplace culture and employee engagement.
- Manages the full cycle grievance process for an assigned client group.
- Provides support for other HR functions as needed.
Labour Relations
- Assist in the development and implementation of labour relations strategies aligned with the Agencys goals and values.
- Plays a key role in labour negotiations grievance handling and ensuring compliance with employment legislation.
- Prepare for and participate in collective bargaining negotiations.
- Conduct research and provide input into negotiation strategies and proposals
- Draft and review collective agreement language and support implementation of new agreements.
- Monitor developments in labour and employment legislation and advise leadership on implications for the Agency.
- Ensure Agency policies procedures and practices are in compliance with legal standards and collective agreements.

- Proficiency in HRIS systems (Dayforce) and Microsoft Office Suite including Microsoft Word Excel Outlook and PowerPoint.
- Strong knowledge of specific legislation and regulations governing the practice of human resources including the Employment Standards Act the Human Rights Code the Labour Relations Act WSIB Occupational Health and Safety Employment Insurance pension legislation relating to OMERS and the Canadian Pension Plan.
- Experience in DEI-focused HR initiatives and cultural competency.
- Proven ability to maintain strict confidentiality in sensitive and complex labour relations matters with discretion.
- Strong leadership coaching and project management skills.
QUALIFICATIONS
- Bachelors degree in human resources or a related field and Certificate or Diploma in human resources management.
- CHRP or CHRL Designation preferred
- Minimum 4-5 years progressive experience in Human Resources.
- Experience working in a unionized environment
- Labour relations experience is considered an asset.
