In support of the Mission and Mandate of CMHA-WECB and under the direction of the Director Clinical Services the Manager Clinical Services manages all aspects of the Mental Health and Addictions Services for the assigned portfolios. This includes program budgets program planning implementation and evaluation and supervision of program staff. The incumbent will work with other providers and the CMHA management team and will be an important link to improve access and enhance coordination of services in the mental health system for clients and families.
Under the direction of the Interim Director Primary Health Care the incumbent supervises the ongoing provision of specialized comprehensive community-based treatment and primary care support to Windsor-Essex County area individuals who are experiencing a mental health and/or addictions crisis who are homeless and who are at risk of adverse health outcomes. The position accomplishes this in consultation with the Director Primary Health Care through program development referral liaisons and referral pathways identifying and measuring outcomes community resource partnership building and continuous quality improvement initiatives. In addition to program coordinating activities and operations leadership to the clinical team the position oversees front line services within the framework of a client directed clinical/rehabilitation case management model. This model includes a continuum of functions including assertive outreach building therapeutic relationships developing care plans with clients client and systems advocacy symptom management life skills teaching trauma-focused supportive counseling motivational interviewing family support and crisis intervention including wellness checks crisis counselling and risk mitigation plans. They are also responsible for providing clinical and crisis leadership to the front-line service delivery staff
RESPONSIBILITIES & DUTIES:
Responsible for all functions related to program development to ensure realization of program objectives and organizational goals through collaboration with formal and informal partners.
Day-to-day management of the programs including:
- Operations of Primary Care and Shelter Health Mental Health Services including immediate risk assessment and mitigation SOR reporting task delegation primary consultant with the Program Director team meeting coordination and facilitation and follow up providing program updates to the team and coordinating Facility Services and Information Technology Services supports to address Program needs
- Responsible for day-to-day implementation and management of the clinical service delivery system for the client service population
- Provides clinical leadership education and coaching to the front-line team. This includes but is not limited to training orientation and support to new staff members volunteers and students assigned to the program and substitutes for and assists other agency staff where skills are applicable. Provides ongoing support and assists in evaluation and skill development of staff students and volunteers.
- Manages direct reports including but not limited to delegation of work hiring day-to-day supervision managing performance coaching conducting performance appraisals etc.
- On-site day-to-day supervision of the staff including providing education/training direction support and other relevant educational resources as it relates to the programs service mission.
- Developing and fostering relationships with the H4 team City of Windsor WPS and other partners by facilitating communication and providing ongoing information/education and program updates regarding programming.
- Ensuring that all programs and activities meet legislative requirements Board policies and directions funding body criteria and professional standards.
- Ensuring quality services by researching best practice; implementing standards; developing measurable outcomes; monitoring variances and leading process improvement in various work groups and teams.
- Participating in CMHAs planning cycle and linking the program goals to the provincial mental health strategy the Ontario Health at Home integration strategy and the Boards straOperations of Primary Care and Shelter Health Mental Health Services including immediate risk assessment and mitigation SOR reporting task delegation primary consultant with the Program Director team meeting coordination and facilitation and follow up providing program updates to the team and coordinating Facility Services and Information Technology Services supports to address Program needs

- Identifying the individual learning needs of staff and putting plans in place to ensure staff receive appropriate training as mental health professionals and continuing education related to the specific needs of target populations coordinating learning opportunities with external partners and internal resources.
- Identifying the need for new services or program modifications in response to the evolving needs of vulnerable populations served by CMHA; developing or participating in the development implementation and evaluation of new or existing programs in response to community needs.
- Serves as the management resource on various internal and external committees as assigned including advising and guiding internal and external Committees on operations developing and presenting reports statistical data financial operations and recommendations to support Committees in their roles as outlined in the respective terms of reference.
- Provides administrative and clinical leadership including hiring staff and ensuring that the process is consistent with the Collective Agreement and Branch policies and practices.
- Participating as a member of the Management Team providing input on critical problems participating in decision making formulating stances on vital issues developing draft policies and carrying out tasks assigned by the Senior Leadership Team.
- Accepting specific lead roles as assigned by the Director Clinical Services or Director Primary Health Care.
- Coaches and mentors direct reports including but not limited to: delegation of work and establishing job performance measures day-to-day supervision equity of opportunities managing performance coaching conducting performance appraisals.
- Consistently applying the Collective Agreement when implementing agency policies procedures and practices.
- Maintaining current competency in relevant clinical and management knowledge through the development of a personal learning plan in collaboration with the Director Clinical Services and Director Primary Health Care.
- Participating in any aspect of service delivery and assisting or substituting for staff in their activities as required in an emergency or on a short-term basis.
Manages financial and administrative operations.
- Participates in financial operations in consultation with the Director of Finance Director Clinical Services and Director Primary Health Care and in accordance with established policies and procedures. Participating in cross coverage arrangements for the mental health services as required. Completes and contributes to administrative reports using approved formats and ensuring that all content is up to date.

- Provides weekly on-call clinical/operational support on a rotational basis for the Agency between the hours of 1600 and 2330 including weekends and statutory holidays.
EDUCATION & SKILLS:
- A degree in Social Work Nursing Social/Health Science or an equivalent combination of recent and relevant education (e.g. BA BSW and related experience). Certificate in Health Services Administration would be an asset. Registered member in good standing of a professional college (OCSWSSW CNO or other deemed relevant by the employer).
- Five (5) years recent and relevant experience in a management capacity in an agency government department or institution responsible for the delivery of health or social service with an understanding of modern financial management systems is preferred.
- Knowledge of serious mental illness gained by experience working with this population. Community based clinical experience andsound knowledge of mental health/substance use/abuse and concurrent disorders pertinent legislation and current treatment modalities. Knowledge and experience in mental health/crisis and suicide risk assessments. Experience in a unionized environment and bilingual in French will be considered assets.

Hours of Work: Thirty-Five (35) hour work week. The agencys regular hours of operation are Monday to Friday 8:30 AM to 4:30 PM. Flexible hours are required to meet client and service needs.
Salary Range: $83530.00-$102444.00 annually.
This salary range represents Steps 1 through Job Rate for Band 6 and is inclusive to the maximum earning potential of this role. Compensation within the range will be based on the experience of the incumbent.
