Job Description

The Position



This is a continuous filing exam. Next filing cut-offs are at 5:00 pm on:

6/2/25 6/16/25(final)

The Associate Auditor-Appraiser regularly performs complex and specialized work requiring highly sophisticated auditing accounting and property appraisal techniques in the audit and analysis of financial records and the appraisal of personal property of major commercial industrial diversified and specialized entities commercial aircraft and leased equipment. The Associate Auditor-Appraiser does not regularly perform lead-work functions but may serve as a resource person regarding specialized audit-appraisal functions may participate in special studies and may be assigned to Assessment Standards work such as performing internal audits and reviewing the work of others for purposes of quality control and identification of training needs. The Associate Auditor-Appraiser also performs a variety of audit-appraisal work including auditing large commercial and industrial properties in out-of-County and out-of-state locations.

NOTE:9/80 and telework schedules may be available after completing probation.


Examples of Knowledge and Abilities

Knowledge of

  • Revenue and Taxation Code Property Tax rules State laws Board of Equalization regulations and other rules policies and statutes governing appraisal of personal property of major business entities for tax assessment purposes
  • A variety of guides to market value of various forms of personal property such as leased equipment commercial aircraft office and manufacturing equipment and fixtures
  • Modern techniques and methods of auditing very large complex diversified and specialized personal property
  • State and Federal tax laws as they relate to auditing personal property for tax assessment purposes
  • Relationship of economic and functional obsolescence to personal property tax assessment
  • Techniques for auditing segregating and appraising construction-in-process

Abilities to
  • Independently make timely and informed decisions regarding personal property appraisal matters within area of responsibility and expertise
  • Respond effectively to questions and challenges at appeal hearings and in court
  • Prioritize tasks in order to meet deadlines and respond to changes
  • Analyze a variety of manual and computer-based accounting systems and accurately identify and extract the information required for audit
  • Explain property tax regulations and appraisal procedures to members of the public who have varying degrees of knowledge of accounting practices and of economic and legal requirements regarding appraisal
  • Accept and respond effectively to hostility confusion or concern expressed by taxpayers attorneys and accountants
  • Make complex computations rapidly and accurately utilizing calculators computer terminals schedules market value guides and other tools and equipment
  • Recognize problems discrepancies and incomplete data in financial documents and business property statements and determine appropriate action
  • Write clear concise and effective reports including audit narratives

Employment Qualifications

Minimum Qualifications

Any combination of education training and experience likely to provide the required knowledge and abilities for this class as described above. Typical ways include:

Either 1.One year of experience performing the duties of an Auditor-Appraiser (Level II) in Sacramento County service

Or 2. Graduation from an accredited four-year college or university with specialization in accounting;

AND

Two years of professional experience within the last ten years in auditing accounting or personal property appraisal. At least one year of the experience must have been in auditing business records for the purpose of personal property tax assessment in a California county assessors office or at the California State Board of Equalization.

Note: The California Board of Equalization defines a specialization in accounting as a bachelors degree from an accredited institution of higher education with successful completion of one of the following:


  • 18 semester/quarter equivalent units in accounting and/or auditing. Business law and economic courses cannot contribute toward the 18 semester/quarter equivalent units; or
  • 19 semester/quarter equivalent units of which 16 units must be accounting and/or auditing courses. Three (3) of the 19 units may be business law or economics

Note: If the word experience is referenced in the minimum qualifications it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

Special Requirements

Travel: Persons appointed to this job class must be able and willing to travel for periods lasting up to four weeks at a time to destinations anywhere in the United States or Canada to conduct audits.

Certifications: Possession of permanent certification as an Appraiser by the California State Board of Equalization at the time of appointment. Failure to maintain the appropriate valid certification constitutes cause for suspension or termination from the class in accordance with Civil Service Commission Rules.

Driver License: This job class requires possession of or the ability to obtain a valid California Drivers License Class C or higher before the date of appointment. Failure to maintain a valid California Driver License constitutes cause for suspension or termination from the class in accordance with Civil Service Commission Rules.

Probationary Period

The probationary period for this classification is six(6)months.

FORMULA RATE EXAMINATION (Weighted 100%)


All candidates meeting the minimum qualifications by the cut-off date will have their Supplemental Questionnaire scored in the Formula Rate Examination.


This examination will evaluate the relevance level recency progression and quality of candidates education training and experience. The candidates application or other materials will not be included in this examination. Therefore the candidates responses to the supplemental questionnaire should be thorough detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.


All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
