Position Summary
The Assistant Public Works Director serves as a key leadership position within the Community Services Department providing high-level support to the Community Services Director in managing the Towns infrastructure facilities and operational service delivery. This role oversees strategic planning project execution personnel leadership and interdepartmental coordination to ensure that the Towns public works functions operate efficiently safely and in alignment with municipal priorities and regulatory compliance. The Assistant Director leads initiatives that enhance the Towns physical environment including streets beaches parks buildings and public assets while optimizing workforce performance and resource allocation.
Responsibilities and Reporting During an Emergency Situation: If assigned employees in this classification will be required to report and carry out duties as directed for the duration of an emergency. Depending on the nature of the emergency this may require working around the clock for several days on short notice.
- Serve as second-in-command of the Public Works operations overseeing multiple divisions including facilities maintenance streets landscaping beach management fleet operations and municipal infrastructure.
- Lead strategic planning coordination and scheduling of public works projects and service delivery in collaboration with department heads and Town leadership.
- Support Public Works projects assigned by the Department Director; monitor progress provide oversight and ensure successful execution.
- Follow up with contractors vendors and internal staff to verify that projects are on schedule being completed accurately and in compliance with all applicable codes contracts and regulations.
- Assist in the development and administration of the Public Works budget including capital improvement planning purchasing and resource allocation.
- Supervise Public Works team leads and field personnel to ensure daily tasks are performed to standards and on a timely basis.
- Provide mentorship conduct evaluations and foster a culture of accountability performance excellence and safety through hands on and proactive leadership for the public Works staff.
- Oversee contract administration procurement activities and vendor performance for maintenance construction and service-related projects.
- Monitor service levels and conduct infrastructure condition assessments to prioritize maintenance and improvement projects.
- Ensure compliance with local state and federal regulations pertaining to public infrastructure safety and environmental practices.
- Develop and implement policies procedures and operational standards to ensure consistent service delivery and regulatory compliance.
- Coordinate responses to public inquiries complaints and service requests; serve as a representative of the Town in community engagement and stakeholder communications.
- Lead departmental efforts related to emergency preparedness response and recovery.
- Identify and recommend capital needs improvements and technology upgrades that enhance operational effectiveness and long-term asset management.
- Assist in grant applications reporting and documentation related to public works and infrastructure projects.
- Ensure operational adherence to safety regulations and partner with Human Resources on employee training discipline and incident response.
- Serve as acting Public Works Director in the Directors absence and represent the department at executive leadership meetings and Council sessions as needed.
- Perform other duties as assigned or required to support the effective operation of the Towns public infrastructure and community services.
- Attend all assigned meetings and events.
- Performs emergency response tasks and assignments as directed.

REQUIREMENTS:
Education Certification and Experience:
- Bachelors degree in Public Administration Civil Engineering Construction Management or a related field preferred;
- Five (5) years of progressively responsible experience in public works or a related field including three (3) years in a supervisory or lead role.
- Experience in municipal or government operations highly preferred.
- Certification or hands-on experience in relevant trades-such as plumbing electrical systems basic carpentry landscaping or property and facility maintenance-is highly preferred.
- Valid Florida drivers license required.
*Relevant work experience may substitute on a year for year basis for required education.
Knowledge Skills and Abilities:
Knowledge:
- Knowledge of municipal public works operations including roads facilities stormwater systems landscaping and infrastructure maintenance.
- Knowledge of federal state and local regulations governing public works construction safety and environmental compliance.
- Understanding of project management principles including scheduling resource allocation and contractor oversight.
- Knowledge of capital improvement planning procurement processes and public sector budgeting.
- Knowledge of occupational hazards workplace safety standards (including OSHA) and risk mitigation practices.
- Familiarity with contract management vendor performance evaluation and public bidding procedures.
- Understanding of construction drawings site plans specifications and inspection protocols.
- Proficiency with government-specific software for budgeting work order tracking and project reporting.

- Strong leadership and supervisory skills including staff development performance management and conflict resolution.
- Skilled in coordinating multidisciplinary teams and managing concurrent projects across various functional areas.

- Skilled in negotiating vendor agreements and evaluating contractor compliance with performance standards.

Physical Requirements:
- The position involves heavy physical demands such as exerting up to 100 lbs. of force occasionally and/or up to 50 lbs. of force frequently and/or up to 20 lbs. of force constantly to move objects.
- Tasks involve frequent walking standing bending stooping some unassisted lifting carrying pushing and/or pulling of moderately heavy objects up to 50 pounds and occasionally heavy objects up to 100 pounds with the assistance of other employees and/or equipment as appropriate.
- Requires excellent eye/hand/foot coordination for operating standard and specialized electrical and gas operated equipment.
