Pay Grade: 4 Salary: 25584 - 27269 per annum
Full time: Permanent 37 hours per week
Gosport Borough Council manages approximately 3000 council houses and flats some of which are dedicated older persons accommodation and some as temporary accommodation.
The Neighbourhood Management team have a key role to play in ensuring the Housing Service residents and partner agencies such as police social services and health work together to promote the social environmental and economic well-being of neighbourhoods. Well managed communities promote a sense of pride and provide a better quality of life for residents.
What is the role
The Neighbourhood Services Officer is responsible for the day to day delivery of a front line estate management service. The purpose of the Neighbourhood Services Team is to help keep the local area safe clean and tidy and to provide advice and support when needed.
Whilst dealing with estate based issues you will listen to residents gain an understanding of the situation / circumstances react to the problem appropriately and when necessary challenge resident behaviour. Your role will include speaking to tenants / leaseholders regarding the correct disposal of black bags and bulk items with a view to re-educate those who are not disposing of these items in the correct way.
This is a varied and challenging role that involves dealing with a wide section of the local community our contracting partners and other external agencies. You will be working alongside numerous departments within Gosport Council so your ability to work in partnership with others to resolve issues will be paramount. You will be called upon to complete various tasks often at short notice so you will need to have a flexible approach.
Neighbourhood Services Officers also carry out inspections on blocks of flats communal areas parking sites and garages ensuring they are maintained in a safe clean and tidy condition. This involves checking for repairs reporting cleaning and reporting and logging incidents of anti-social behaviour. You may have to complete minor repairs and works such as affixing signs with the use of ladders and hand tools.
This is not an office based role and Neighbourhood Service Officers routinely lone work across different areas of the Borough to complete a variety of tasks.
The Team resolve seasonal grounds maintenance demand particularly maintenance of hard surface areas such as weed removal and some cutting back of shrubs. This will include use of mechanical tools such as strimmers hedgecutters and weed rippers. You will be responsible for ensuring that equipment is kept in good working order and you must be able to carry out a physically demanding role.
You will need to be able to walk up several flights of stairs move refuse bins to investigate and remove waste. You will be expected to do cleaning tasks such as cleaning out bin sheds and report bulk / fly tipped items as required.

Strong communication and interpersonal skills are essential as you will need to be confident working with internal and external partners to find solutions to estate based issues.
You need to:
Holding a weed spraying qualification such as PA1 Certification and / or being qualified to complete Portable Appliance Testing would be advantageous although not essential. Please indicate on your application if you hold these qualifications.
