PRIMARY PURPOSE:
Manages and coordinates the district personnel functions to ensure quality benefits FMLA workers compensation and employee services programs. Interprets and recommends policies and regulations for the district.
QUALIFICATIONS
Education and Certification Requirements
- Bachelors degree or equivalent years of work experience in benefits administration insurance risk management or related field
- Valid Texas Drivers License
- External applicants must have satisfactory outcome of background check. Non-refundable fee (approximate $50.00) paid by the candidate.
Experience
- Minimum of three (3) years of experience in employee benefits within a school district preferred
MAJOR RESPONSIBILITIES AND DUTIES:

- Administers and assists in overseeing employee benefits programs efficiently and professionally so as to foster good public relations with all employees
- Coordinates employee leaves and absences related to FMLA Workers Compensation and TDL
- Supervises the maintenance and management of all employee benefits files
- Oversees benefits enrollments for all new hires
- In collaboration with the Directors of Human Resources meet with the district insurance committee regularly to ensure that group insurance/benefit plans adequately meeting the needs of all district employees
- Assists all district employees with insurance questions/problems/changes etc.
- Making recommendations regarding insurance programs to the Business Department
- Oversees ADA accommodation requests and facilitates Assault Leave process as needed.
- Provides enrollment reports and disseminates forms for annual ACA reporting.
- Works with the Business Department on benefit design with administration and broker on any RFPs for vendor services.
- Assists with reviewing SPDs and SBCs for medical plans and all documentation for benefit guide to ensure accuracy.
- Ensures the Employee Services section of the District website is updated with accurate and current information.
- Receives and processes monthly/biweekly payroll contributions to 403b 457b retirement and FSA spending accounts.
- Assists district employees with retirement contribution questions and provides required paperwork for additions/changes to third party administrator (TPA)
- Assists the Human Resources Department in overseeing Manages Workers Compensation program for the district
- Assures District compliance with ADA FMLA COBRA and HIPAA laws
- Conducts annual employee benefits meetings as needed and distributes district wide benefits information
- Administers and communicates all employee benefit programs in a prompt and efficient manner to minimize problems for employees insurance carriers and the district
- Attends personnel workshops and meetings to keep abreast of procedures and practices at the state and federal levels
- Attends risk management workshops to keep abreast of most current laws and trends in employee benefits and group insurance
- Participates in activities which support school/community goals
- Enhances school/community relations by ensuring that effective communication exists between the personnel division and the many publics which it serves
- Presents the district favorably to the public
- Serves as chairperson of the Judson Sick Leave Bank Committee overseeing and managing the program
- Performs other duties as assigned
