The Civil Rights Division at VDOT is excited to announce an opening for a Senior Civil Rights Specialist. The person in this role will assist the Civil Rights Division Administrator for internal programs in administering the VDOT statewide Equal Employment Opportunity program and serve as the agency Americans with Disabilities Act (ADA) and Section 504 Coordinator.
Duties and responsibilities include but are not limited to:
Coordinator of ADA & Section 504 - Update the Title I section of the agency 504 and Americans with Disability Act plan. Update all instructed policies. Develop training on Americans with Disabilities Act and co-facilitate training for Division Civil Rights Manager and Human Resource Manager.
Civil Rights Division Support - Provide weekly report. Ensure the Assistant Division Administrator is informed of issues as they occur. Participate in staff meetings. Brief civil rights staff on training attended.
Training - Create and conduct ADA Civility and Prevention of Sexual Harassment and other Title VII related training as needed for Central Office and district offices as requested. Maintain CO CRD training schedule and track employee attendance. Assist supervisor personnel and employees with Equal Employment Opportunity issues through informal mediation.
Complaint Investigation - Investigate discrimination complaints within established timeframes. Ensure appropriate recommendation for solution is made based on applicable law regulation and policy. Coordinate district complaint investigation for Assistant Division Administrator review and approval. Conduct follow-up with district personnel. Ensure timely response to external enforcement agency. Assist the Assistant Division Administrator in responding to Office of the Attorney General for civil action filed against the agency. Prepare position statements in response to EEOC. Ensure accurate and current information is reported and maintained for civil rights.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
Once onboarded this position may be eligible for telework opportunities; availability hours and duration of telework shall be approved as outlined in the Commonwealth telework policy.
