GENERAL PURPOSE
Reporting to the Chief of Staff the Director Research Evaluation and Strategic Improvement (Director) oversees the efforts of Stafford Schools to plan and critically assess our progress towards our division mission goals and strategic plan. The Director manages the evaluation of the school divisions academic and operational programs oversees and approves research within our schools ensures the division collects meaningful reliable data regarding school climate and student learning and assists in development and monitoring of the divisions strategic plan. The Director also ensures that division efforts to secure competitive grant funding are well administered and aligned to the divisions strategic plan. The successful candidate will bring a strong background in strategic planning and project management as well as a passion for effective program design and evaluation.
MAIN JOB TASKS AND RESPONSIBILITIES
Oversee reliable research evaluation and accountability protocols
- Oversee and continually refine and support the research and evaluation processes in the division.
- Support schools departments and the division at large in continual improvement processes and strategic planning.
- Provide routine data analysis in support of the divisions strategic plan and school improvement plans.
- Administer stakeholder surveys as needed throughout the year and ensure reliable analysis and data headlines are shared for action.
- Conduct routine in-depth program evaluations to inform the division and support the evaluation readiness process of schools and departments.
- Lead the development implementation compliance and oversight of the divisions student assessment programs.
- Collaborate with and provide support to school leaders and staff on issues related to policy and procedures for student testing.
- Ensure effective monitoring of implementation of the Virginia Standards of Quality and report annually to the Virginia Department of Education on compliance with the Standards of Quality.
Design and maintain a coordinated strategy for competitive grants
- Collaborate across departments and schools to identify and pursue grant funding opportunities aligned to the divisions strategic plan.
- Assist other departments and schools in writing securing and managing competitive grant opportunities.
- Coordinate state reports as required working across departments to gather and consolidate information.
- Develop and refine competitive grant review processes to build organizational capacity to use grant funds to accomplish strategic plan goals and objectives.

EDUCATION AND EXPERIENCE
- Masters in Education Public Policy or related field required; coursework focusing on project management and evaluation strongly preferred; doctorate in related field preferred.
- Three (3) or more years of experience working in the Pre-K-12 education sector required; experience in related industries (including higher education or local government) will be considered with appropriate alignment of knowledge skills and abilities below.
- Professional license from the Virginia Board of Education preferred but not required.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
- Work environment is inside an office and/or school setting with controlled environment moderate noise based on daily location and no exposure to chemicals or other negative air quality elements.
- The work is light work requiring exertion of up to twenty pounds of force to move or lift objects.
