Position Description

Seattles Office of Housing (OH) works to build strong healthy communities and increase opportunities for all people to live in a community of their choice in a home they can afford. OH invests in the production and preservation of affordable homes for people with low-incomes including individuals and families who are exiting homelessness. The Office also assists low-income homeowners with home repair loans and weatherization grants so they can safely remain in their homes and neighborhoods.


Housing and community development work requires reliable mapping tools and geographic and demographic analysis to support sound decisions. We are looking for a Housing Data Analystwho will ensure that OH leadership elected officials counterpart agencies media and the community at large have access to accurate and up to date maps dashboards infographics and other visual tools needed to understand the local housing market and how OHs work expands the availability of affordable housing. Housing providers require support to understand data needs improve data quality and meet reporting and analysis needs. In this role you will provide analysis and visualization deliverables as well as offer technical support to community partners.

Job Responsibilities

Your top 3 priorities in this role will be:

  • Data Maintenance Integrity and Transparency:
    • Coordinating with relevant OH staff across all divisions to maintain and regularly update underlying data and metadata including accurate geocoding and supplementary data points that frequently change as new housing projects are approved and subsequently brought online
  • Producing Dashboards Infographics and Data Visualizations:
    • Using a mix of external and in-house databases as well as regular collaboration with program staff from every OH operating division
    • Gathering data necessary to assess agency performance in accordance with pre-approved measures and metrics
    • Performing quality control scans on all data
    • Identifying and remedying missing data and data inconsistencies
    • Converting selected measure sand metrics into dashboard-style online reports
    • Partnering with OH Communications to create dashboards and other reporting content
  • Map Design and Production:
    • Conceptualize produce/create and update static maps and interactive maps
    • Conduct special analyses that apply location-based policies to proposed housing and community development projects


Here is more about what youll be doing as the Housing Data Analyst:

  • Collaborating to establish privacy and security standards
  • Training other OH staff and community partners about data best practices
  • Representing OH on technical workgroups and collaborating directly with housing providers
  • Applying racial equity lens to all data analysis and visualization efforts as we work to reveal and redress significant racial disparities occurring in this sector


You will be most successful in this role if you possess a combination of the following:

Skills in:

  • ArcGIS
  • Microsoft Office (*Emphasis in Excel)
  • Tableau Power BI and/or similar programs
  • Adaptability and critical thinking
  • Project management
  • Written verbal and visual communication


Experience with:

  • Geographic Information Systems (GIS)
  • Data visualization particularly using tools to transform complex datasets into accessible impactful visuals
  • Ensuring data integrity and quality management
  • Problem solving especially in resolving challenges related to data alignment and accuracy
  • Providing friendly compassionate collaborative and flexible customer service to internal and external partners


The ability to:

  • Learn and grow within a new role with an enthusiasm for continuous professional development with creative solutions
  • Manage workload efficiently and maintain accountability in delivering insightful analyses and visualization tools
  • Translate data into reporting and storytelling that makes sense for a variety of audiences
  • Demonstrate a commitment to race and social justice (RSJ) equity and inclusion including applying a racial equity framework to data analysis and visualization striving to uncover and address disparities within the housing sector
  • Act as a collaborative and respectful team member
  • Understand how demographic and geographic data intersects and impacts communities

Qualifications

In addition to the qualities mentioned above you will need to possess the below required qualifications (or a combination of education training or experience which provides an equivalent background required to perform the work of the class):

  • Four (4) years of professional experience in systems operations procedures research or analysis


OR

  • Three (3) years of professional experience in systems operations procedures research or analysis
  • An associate degree in business or public administration finance computer science or a related field


OR

  • Two (2) years of professional experience in systems operations procedures research or analysis
  • A bachelors degree in business or public administration finance computer science or a related field

Additional Information

This civil-service position is eligible for overtime and is classified as a Management Systems Analyst. The full pay range for this step-progression position is $45.74 - $53.27 per hour. New employees begin at Step 1 of the pay progression which is $45.74 hourly. Current City employees starting rate of pay will be based on Personnel Rules regarding promotions.


This position offers the flexibility of a hybrid work schedule. Employees are expected to be in-office 3 days per week. Individual schedules will be based on agreement between the employee and their supervisor and are subject to change.


First round interviews for this position are tentatively scheduled for Tuesday July 1 and/or Wednesday July 2 2025. Second round interviews are scheduled for Tuesday July 8 2025. We are hoping to have someone start in this role on Wednesday July 30 2025.
