Job Description

Title: Appeals Examiner Supervisor

State Role Title: Hearing and Legal Services Officer II / 19072

Hiring Range: $88250 annually

Pay Band: 5

Job Duties

Effectively manages trains and mentors assigned Appeals Examiner (AE) staff to ensure the efficient performance of federally mandated appeal functions sanctioned by USDOL and the Virginia Unemployment Compensation Act for claimants and employers relating to unemployment insurance (UI) claims.

Fairly and impartially conducts administrative hearings to determine whether appropriate to affirm or reverse initial determination of eligibility and qualification for UI benefits and issue written decisions; handles escalated customer service inquires as designated by Chief AE; manages the FLA unit if designated by the Assistant Chief AE during absences; and manages performance and reports significant issues to management.

Minimum Qualifications

Knowledge of related rules regulations and issues governing eligibility and qualification for UI benefits and tax law; and legal research and writing methods.

Strong analytical decision-making management oral and written communication group facilitation team building and computer skills (including MS Office Professional or related software).

Ability to manage professional staff; conduct fair and impartial administrative hearings display appropriate judicial temperament and write decisions and orders; communicate effectively orally and in writing with various parties on technical legal issues; manage administrative requirements; make presentations and conduct training; and handle complex customer service issues.

Additional Considerations

Knowledge of law (statutes regulations and case precedent) governing unemployment compensation; knowledge of statutory and regulatory provisions governing unemployment compensation and relevant court cases (e.g. Virginia Unemployment Compensation Act).


Experience interpreting relevant laws rules and regulations; conducting UI administrative hearings; reviewing and editing legal decisions; and supervising managing professional legal staff.
