Job Description:

The Department of Economic Development - Community Development and Disaster Recovery Division is in search of an Attorney II. This Attorney II position assists in decision-making and risk management ensuring program operations comply with state and federal laws and strategically streamlines procedures. Candidates should have a passion for community development and problem-solving.

This position will be responsible for legal representation of the agency as a member of the Community Development and Disaster Recovery Division. This involves developing white papers program contracts and documents and rules and regulations; conducting legal analysis and drafting opinions; and advising on legal compliance with state and federal laws in the context of programs administered by the division.

Job Duties:Research and advise staff on federal regulations (e.g. HUD CDBG-DR cross-cutting federal requirements duplication of benefits) and state statutes affecting programs. Promulgate program rules and regulations create and revise policy documents contract management for requests for proposals and other procurement-related responsibilities create service contracts and grant agreements record real estate documents respond to public records requests and advise on grievances and act as a liaison to the compliance team lead for federally funded projects. Collaborating with team leads to develop internal controls and policies designed to ensure that all program compliance and performance needs are met for implementation including reporting and audit requirements. Create written products policy memos and other tools in support of grantee/subrecipient policies and procedures program implementation and project or program design. Analyzing current processes they identify document and prioritize process improvements (e.g. streamline reporting requirements) and advise management team leads and staff on decision-making. Participate in application review and recommendations. Other duties as assigned and within the scope of the classification.

Requirements / Qualifications

Minimum Qualifications:One year of experience as an attorney practicing law and providing legal services such as preparing cases advising clients and/or interpreting laws or administrative policies.

Legal Requirements: In accordance with Section 7-101 Nebraska Revised Reissued Statutes of l943 incumbents in this class must be admitted to the Nebraska Bar.

Preferred Qualifications: Experience with HUD funding and policy particularly in the administration of CDBG or CDBG-DR programs including program planning design management analysis and monitoring and compliance. Experience with financial and grants management. Experience with affordable housing development or real estate law.

Other: This position requires occasional travel and overnight stays including out-of-state travel. Therefore it requires a valid drivers license or another form of reliable transportation. Regular and reliable attendance is required.

This position requires teamwork coordination and the ability to work independently. The Department has office locations in Omaha and Lincoln.

Applicants for this position shall include a writing sample. This can be a white paper legal opinion or similar work.



Knowledge Skills & Abilities: Outstanding written and verbal communication skills. Knowledge of grant management procedures. Experience in a client-facing role. Ability to work successfully with diverse socio-economic and cultural populations. Ability to produce technical and programmatically-sound deliverables with minimal oversight (writing sample is a prerequisite). Facilitate creation and execution of program policies including the ability to identify and evaluate alternative policy options and their projected outcomes. Ability to work independently under general supervision. Skilled in problem-solving conflict resolution and collaborative methods.
