GENERAL STATEMENT OF RESPONSIBILITIES
Utility Locator identifies locates and marks the location of City of Spring Hill TN subsurface utilities to minimize accidental damage or disruption of service due to construction excavation activities. An employee in this class performs a variety of skilled and semiskilled activities to facilitate safe excavation. These activities include primary responsibility for the oversight and enforcement of locating and marking existing City-owned underground infrastructure including water lines wastewater lines reclaimed water lines and collection system. Utility Locator usually works alone: an employee in this class is expected to exercise considerable initiative in moving efficiently through the days work assignments. Also considerable independent judgment must be used as the accuracy of the locate depends heavily upon how well the readings from the equipment are interpreted and the accuracy of the bore-related calculations affects the excavating contractors progress. This is a full-time nonexempt position reporting to the Water Distribution Superintendent.

Examples of Duties

ESSENTIAL JOB FUNCTIONS
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from assistance in the implementation and administration of the districts distribution system backflow prevention and cross connection control program.

  • Meets with contractors on-site and at pre-construction meetings to coordinate and perform locate activities for large projects resolves problems and/or verifies liability if a utility line is hit and the accuracy of the locate is challenged.
  • Prepares various clear and concise written reports and forms including vehicle mileage reports daily time sheets work-completed documents.
  • Communicates and identifies any errors or omissions regarding any/all underground facilities mapping and misdrawn locations to the Superintendent so as to enable and make corrections.
  • Interacts with contractors coworkers and the general public to establish and maintain effective working relationships. Interacts daily with other city staff to obtain vital infrastructure information as it relates to the quality and performance of locates.
  • Operates a motor vehicle; Operates a personal computer (PC) or laptop in order to obtain information regarding excavation locations and to input the status of work performed.
  • Operates various electronic devices designed to assist in the locating of subsurface utilities; Distinguishes colors to mark utilities according to the Common Ground Alliance (CGA) guidelines and the states uniform color code designating the corresponding utility.
  • Uses common hand tools such as shovels wrenches socket sets hammer or screwdriver to open various utility appurtenances enabling direct attachment of locating equipment.
  • Works with paints using normal protective equipment to mark utility lines.
  • Works in a variety of hazardous environments such as construction sites bore sites and traffic rights-of-way while performing locate assignments.
  • Meets scheduling and attendance requirements.

REQUIRED KNOWLEDGE AND ABILITIES

  • troubleshoot mobile computer hardware software web-based applications air-cards and electronic mapping.
  • receive and update electronic mapping for all underground facilities.
  • attend pre-construction supervisor or site meetings as necessary.
  • ability to be available for on call weekend and holiday work.
  • assist in damage prevention efforts public/contractor awareness and training.

EDUCATION AND EXPERIENCE
  • High School Diploma or GED required.
  • Valid Tennessee Drivers License required.
  • Must possess a valid Tennessee drivers license with the appropriate endorsements.
  • Must have a minimum of 2 years experience and is preferred to obtain a valid Grade II Distribution System Certificate issued by the Tennessee Department Environment and Conservation (TDEC)
SPECIAL REQUIREMENTS
This position requires the employee to be on call 24/7 and includes the use of a city-issued vehicle which may be taken home. The consumption of alcohol and the operation of the city vehicle is strictly prohibited in accordance with city policy and safety regulations.
