Job Description:

The Department of Economic Development (DED) assists businesses and community development organizations and is currently searching for a Community Development Fiscal Analyst. This Community Development Fiscal Analyst shall assist the state in effective and efficient administration of federal and state aid reducing the risk of program delivery (e.g. repayment for compliance concerns) and enhancing outcomes through careful analysis and reporting including assisting the state in meeting program reporting requirements. Under limited supervision this position will compile and submit program and financial data aligning with the federal reporting schedule. As a project leader this position will conduct program analysis and evaluation and assist management in program design and decision-making through the development of position/white papers impact statements or related research and analysis efforts.

Job Duties: Interpret reconcile and evaluate the financial and performance data for programs in conjunction with grants management using various fiscal systems and desk and remote monitoring. Support oversight of and evaluate programs with financial reporting compliance fiscal and monitoring activities including the CDBG CDBG-DR and CCCFF programs. Research and aid in the preparation of required reports by collecting analyzing and reporting program data for performance reports including federal state and other programmatic reporting requirements. Recommend action to program managers and participants for improvement or correction of any deficiencies or operational performance within the incumbents assigned functional area of grant management and fiscal compliance along with other programs to ensure the work is effectively meeting the programs goals to provide long-term disaster recovery within communities throughout the State in accordance with federal and state requirements. Research federal and state statutes rules regulations guidelines and procedures and provide information advice and assistance to team leads staff and program participants on financial budgetary accounting and reporting matters to assure that financial management and performance measure operations are efficient economical and financially stable. Other duties as assigned and within the scope of the classification.

Requirements / Qualifications

Minimum Qualifications: Bachelors degree in grants management business administration public administration accounting budgeting OR related fiscal field and four years experience in grant management contract administration accounting budgeting OR other fiscal related areas of work. Additional years of experience in the area listed may substitute for the required education on a year-for-year basis.

Preferred Qualifications: Experience in federal grant management or reporting project management economic development accounting bookkeeping customer service development of policies and procedures and/or experience with communities in rural Nebraska.

Other: Regular and reliable attendance is required. This position requires occasional travel and overnight stays including out-of-state-travel. As such the incumbent must be able to present a valid drivers license or another form of reliable transportation.



Knowledge Skills and Abilities: Ensuring financial accountability and compliance with federal and state rules regulations laws and policies as they relate to projects funded through the Community Development and Disaster Recovery Divisions programs. Reviewing and analyzing financial records accounting reports and operating budgets for projects funded through the Community Development and Disaster Recovery Divisions programs. Using financial systems data and technology in conducting financial reviews. Organizational and time management skills. Ability to work independently under general supervision.
