With supervisor approval incumbents may be eligible for intermittent remote work; however they must physically reside within the Sacramento region or have the ability to regularly report to a City of Sacramento physical worksite with little notice.
The Department of Utilities (DOU) is seeking qualified applicants for the position of Supervising Financial Analyst in the Business Services Division (BSD). This position manages complex fiscal and budget services for the department. The position also plans organizes and supervises professional technical and clerical staff assigned to the section. Specific responsibilities include:
Overseeing the activities of the Fiscal Operations team which is responsible for all accounting budgeting debt financing and grant activities for DOU.
Overseeing the development and monitoring of $213.8M of annual operating budgets for the Utility Enterprise Funds and the Water Forum and $252M of 5-year Capital Improvement Program budgets for the Enterprise and Development Impact Fee Funds.
Ensuring development and timely delivery of budgetary information in support of the Citys budget development cycle.
Ensuring that all DOU accounting and reporting (consisting primarily of Accounts Payable Inventory Billing and Capital Assets) is performed in compliance with Generally Accepted Accounting Principles (GAAP) Federal Treasury regulations City policies and in support of the citywide financial reporting and audit process.
Responsible for compliance monitoring and overseeing the portfolio of State and Federal grants ensuring timely and accurate invoicing and reporting.
- Manages and coordinates the preparation and administration of capital and operating budget including revenue projections fee analysis fixed and non-fixed expenditure projections funding and financing options; recommends goals and objectives; develops business strategies and plans and related planning and monitoring documents.
- Develops implements and manages work management accounting and billing systems and related procedures and fiscal tracking and monitoring systems; ensures timely and accurate reporting of financial information for debt issuance grant monitoring and reporting and federal state and local reporting requirements; advises department managers of trends and potential problems.
- Manages supervises trains and evaluates supervisory professional technical and clerical staff; selects and monitors consultants and contractors: establishes performance measurement goals; develops policies procedures goals and objectives; trains staff and department employees on fiscal and budget matters and systems.
- Confers with department heads division chiefs members of professional staff and other officials on regulations administrative procedures or practices and departmental policies; maintains effective working relationships with internal and external customers including other City departments appointed officials and outside agencies involved in the departments activities; conducts customer service audits and delivers customer service training; represents the department in a variety of meetings involving budget fiscal or administrative services.
- Manages administrative functions including purchasing contract administration personnel administration and space utilization.
- Performs other or related duties as assigned.

EXPERIENCE AND EDUCATION
Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Six years of progressively responsible fiscal or budget management experience including a minimum of three years in a public agency.
Education:
Graduation from an accredited four-year college or university with major coursework in business or public administration accounting economics or a closely related field.
