Responsibilities

PMS 339 Surface Trainig Systems Program/Project Manager

Noblis MSDs mission is to support the Naval Sea Systems Command (NAVSEA) objectives to design build deliver and maintain ships submarines and systems reliably on-time and on-cost for the Navy. We are looking to hire a Program Manager to lead strategic program planning policy research and development acquisition technical insertion and life-cycle management of surface training platforms. The Program Manager will lead a large dispersed and dynamic team to educate and ensure the competency of U.S. Navy Sailors through delivery of aligned consistent and proven training solutions for in-service modernization and new construction surface ship programs.

The successful candidate(s) will provide program management onsite at the Washington Navy Yard in support of NAVSEA Surface Training Systems Program Office PMS 339. The onsite Program Manager is responsible for prime contract engagement with the Government. The Program Manager is responsible for individual program management staffing quality assurance technical training client interface activities and project financial management. The successful candidate will also establish program level work assignments and management structure to direct effective support activities to develop and implement program level quality control processes. The candidate will lead the development of routine products for various PMS 339 member committees and Integrated Product Teams (IPTs) (e.g. presentations briefings and digital media). As Program Manager these products should also be utilized to provide analysis and recommendations to the PMS 339 Program and Deputy Program Managers for the efficient and effective execution of the Surface Training Systems Program.

As a Noblis Manager the successful candidate while being responsible for the day-to-day tactical duties for a technical project will also be responsible for the administrative/operational leadership of a project within the program guidelines set by the Program Manager and this Navy customer. Additional responsibilities shall include schedule and budget adherence. Additionally the Manager provides the coordination between resource managers/supervisors and ensures all necessary Noblis reviews and approvals are received and may conduct performance/project analyses during phase-down to benefit future/other projects/missions/programs. Other typical duties in support of the Noblis mission will include budget analysis labor planning coordination of activities and monitoring project completion from initiation through delivery to meet revenue and cost projections. There may also be opportunity where the Manager will be expected to oversee the execution and completion of technology solutions projects.

Required Qualifications

Bacherlors Degree and 10 years of experience or a Masters Degree and 8 years of experience or a Phd and 6 years. Plus 3 years managing staff

  • Plus 3 years managing staff
  • Project Management Professional (PMP) certification (must have NLT 30 days of offer acceptance)
  • Prior experience managing staff and/or leading teams
  • Secret Clearance
  • US Citizenship

Desired Qualifications

Preferred Qualifications:

  • 20 years professional experience
  • DAWAIA Advanced Level Certification in Program Management or equivalent
  • Surface Training Acquisition for the Department of the Navy
  • Demonstrated ability to balance fiscal responsibility to organize service/support individual groups and teams to accomplish tasking and mission

Compensation at Noblis is determined by various factors including but not limited to the combination of education certifications knowledge skills competencies and experience internal and external equity location clearance level as well as contract-specific affordability organizational requirements and applicable employment laws. The projected compensation range for this positionis based on full time status. For part time or on-call staff compensation is proportionately adjusted based on hours worked. While monetary compensation is important its just one component of Noblis total compensation package.
