Job Description

1. SUMMARY

The Defence Investment (DI) Division is responsible for facilitating the development and adoption of cutting-edge innovative and interoperable capabilities critical to ensuring the Alliances ability to undertake the full spectrum of missions and operations. Key lines of effort include:

  • developing and implementing policies and programs to ensure the Alliance can rely on a capable and competitive transatlantic defense industrial base;
  • facilitating and promoting multinational cooperation through a series of specific initiatives tackling critical capability requirements;
  • leading the development and implementation of projects and major capability programmes in the land maritime air and space domains and in doing so addressing all policy political-military technical and practical aspects;
  • leading NATOs policy and engagements in the aviation domain;
  • pursuing interoperability through standardization and developing with Allies new approaches to operational challenges supported among others by operational experimentation and innovation;
  • maintaining the Alliances technological edge through exploring and driving adoption of emerging and disruptive technologies with a particular focus on autonomous systems;
  • understanding adapting to and pro-actively addressing climate changes implications on armaments;
  • informing and responding to the Alliances evolving capability needs through the NATO Defence Planning Process (NDPP) implementation;
  • providing oversight to NATO Agencies involved in capability development and delivery (in particular NATO Communication and Information Agency and NATO Support and Procurement Agency);
  • working with a range of key stakeholders within NATO including the Strategic Commands and externally with NATO Partners and relevant international and regional organisations including the EU as well as with industry and academia.

The Strategy Directorate is responsible for providing overall coherence of capability deliverables through policies plans and links with external stakeholders. The Directorate supports the Conference of National Armaments Directors (CNAD) the senior North Atlantic Council (NAC) body responsible for the promotion of armaments cooperation in the Alliance

Within the Strategy Directorate the Capability Delivery Section (CDS) focuses on the delivery of NATO capabilities in the multinational NATO environment working with external governmental military and industrial stakeholders.

The incumbent is responsible for providing subject matter expertise for bringing the NIAG perspective and contributions to NATO capability delivery effort and for acting as staff focal point on the life cycle approach to armament systems within the Alliance and as appropriate with Partners. In this context the incumbents main responsibility is leading the work of the NIAG the Life Cycle Management Group (LCMG) and their subordinate bodies.

2. QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

The incumbent must:

  • hold a university degree from an institute of recognised standing in an engineering or technical field or equivalent qualification;
  • have at least 6 years of relevant professional experience;
  • possess a broad knowledge of military armaments systems/equipment including platforms weapons and associate support equipment;
  • have a strong background in development procurement and sustainment of armament systems;
  • possess the following minimum levels of NATOs official languages (English/French): V (Advanced) in one; II (Elementary) in the other;
  • be flexible to travel and work outside normal office hours.

DESIRABLE

The following would be considered an advantage:

  • broad knowledge of armaments planning matters and how they relate to other planning disciplines within the NATO defence planning framework;
  • familiarity with NATO civilian and military defence organisations;
  • familiarity with the Defence Industry sector.

3. MAIN ACCOUNTABILITIES

Policy Development

Provide expert advice support and recommendations in the formulation of NIAG cooperation and life cycle management. Oversee the preparation of specialist documentation dealing with all aspects of NIAG and LCMG activities as well as coordinate with other bodies in life cycle management related policy development.

Expertise Development

Draft clear and concise technical submissions reports background briefs and speaking notes in one of the official languages of the Organization. Draft papers in support of the activities of the NIAG and LCMG in particular on plans and programmes for the engagement of NIAG support and government contributions to the Alliance work related to development and acquisition of armament systems. Keep abreast of the Defence Industrial sector and current techniques and developments in the field of armament systems life cycle management practices.

Information Management

Assist the Chair of the NIAG and of the LCMG with the preparation of agendas decisions sheets and reports resulting from meetings. Initiate the necessary follow-up action concerning the decisions of the NIAG and LCMG and their subordinate bodies and contribute to the timely execution of policy directives issued by the committee. Support the Chair of the NIAG and LCMG in activities related to their participation in CNAD and other NATO meetings.

Stakeholder Management

Promote co-operation amongst nations in the fields of industry and life cycle management. Liaise extensively with government military and industry personnel representatives of NATO nations. Monitor the activities of other groups involved in related fields and liaise with them on a regular basis.

Representation of the Organization

Serve as Co-ordinating Officer of the NIAG and LCMG. Participate in meetings and when necessary act as Chair Coordinating Officer or Secretary of Committees and Working Groups. Represent DI as required.

Project Management

Oversee the implementation of annual programme of work of the NIAG and LCMG. Plan and support execution of the NIAG Study Programme. Assess progress made towards meeting Alliance industrial cooperation requirements in the area of capability delivery and in providing agreed documentation to implement life cycle management in NATO armaments programmes. Contribute to the planning and organisation of the NATO Industry Forum.

Knowledge Management

Working with the administrative staff of the NIAG and LCMG ensure that documents are prepared and distributed in a timely manner to stakeholders and customers. Periodically review extant documents for currency and relevance initiating corrective action when appropriate.

Perform any other related duty as assigned.

4. INTERRELATIONSHIPS

The incumbent reports to the Head CDS and closely cooperates with the Industry Relations Coordinator. The incumbent is responsible for the functioning of the NIAG and LCMG supporting the Chairs of these groups in this regard. The incumbent is also responsible for the planning direction and coaching of the Secretary of the NIAG and the administrative staff supporting the LCMG thereby enabling them to meet their performance objectives and to grow in their job whilst the line management responsibilities for these staff will be undertaken by the Head of the Section.
