MINIMUM QUALIFICATIONS:
- Bachelors degree or equivalent experience.
- Knowledge of accounting; budgeting; public finance; policies & procedures governing fiscal activities of state agencies; legislative process.
- Ability to analyze data define problems & recommend alternatives; handle sensitive interactions with agency personnel vendors and the public.
PREFERRED QUALIFICATIONS:
- Experience in the administration of state and/or federal financial aid programs.
Administrative Staff and unclassified pursuant to 124.11 (A) (30) and 3333.03 of the Revised Code. Serves at the pleasure of the Chancellor and in a fiduciary capacity to the Ohio Department of Higher Education. Reports directly to the Director Budget and Fiscal Services.
- Enters requisitions in OhioBuys on behalf of the agency and ensures all purchasing rules are being followed and required documentation is attached accordingly.
- Monitors the status of requisitions to ensure they receive all approvals and are dispatched into purchase orders and ensures all interested parties receive a final copy of purchase order and any related documentations.
- Processes all check and EFT revenue that is received by the agency by reaching out to staff to determine appropriate coding and ensuring proper documentation is received and entered into OAKS.
- Reviews revenue reports daily to ensure that federal funds are posted correctly and all revenue is processed and approved by the Treasurer of States Office.
- Serves as agency liaison to other state agencies to resolve and reconcile any revenue issues or discrepancies.
- Submits invoices to Ohio Shared Services for processing and ensures all vouchers are approved and paid by verifying information in OAKS.
- Processes subsidy vouchers in internal systems to interface with OAKS. Ensure all vouchers are interfaced properly and receive necessary approvals.
- Acts as a state payment card holder and initiates transactions on behalf of the agency. Will also assist staff with internal payment card purchases.
- Ensures that proper documentation is obtained and uploaded into Prep for payment card processing.
- Ensures established processing policies and procedures are followed to maintain accounting controls and systems by reviewing proper form usage proper approvals are in place before further processing and proper files maintained for audit purposes.
- Provides technical assistance via phone and email to staff at institutions of higher education regarding payments and any funds that might need to be returned to the agency.
- Provides technical assistance & guidance on fiscal matters to agency program staff.
- Performs other related fiscal duties as assigned.
Funding for higher education is appropriated in each fiscal year by the Ohio General Assembly. Department of Higher Education staff work closely with the Office of Budget and Management the Ohio General Assembly and Ohios institutions of higher education to develop refine and implement the biennial budget for higher education. Staff responsibilities include coordinating legislative committee involvement facilitating collaborative consultations and discussions with stakeholders to formulate budget recommendations managing and analyzing data researching and drafting legislative amendments and ensuring the appropriate and responsible utilization of state appropriations by Ohios institutions of higher education.
