The Riverside County Fire Department is seeking an experienced Public SafetyCAD Administrator III for the Departments 911 Computer-Aided Dispatch (CAD) system which supports approximately 600 emergency calls per day. This critical position is responsible for maintaining the integrity functionality and accuracy of the CAD system to support emergency response operations.
Key duties include updating system data managing user accounts responding to field-reported discrepancies such as inaccurate map data coordinating GIS updates and integrating new resources into the system. The CAD Administrator will also oversee quality assurance processes conduct regular audits and support data-driven improvements to ensure system reliability and responsiveness.
This role requires strong technical expertise attention to detail and the ability to collaborate with GIS teams dispatch personnel and fire operations staff to ensure seamless performance of a mission-critical public safety system.
Level III is a separately allocated class allocated to those positions that require incumbents to: a) Assign schedule review and monitor the work of employees; participate in the employee selection process; train coach and mentor employees; and/or recommend corrective action OR b) Have responsibility over the most complex application program system or project requiring master-level technical and analytical skills on a regular and on-going basis. Advancement to Level III requires selection to an available Level III position through open recruitment. Conduct CAD systems analysis and design of business/dispatch processes involving evaluation of current/proposed information and business process flow and available/emerging technology (hardware/software).
Plan and implement hardware installation/upgrades; maintain physical technical infrastructure directories and system documentation; plan and implement operating system and application upgrades.
Monitor resource use and tailor/tune to ensure optimal performance and reliability.
Conduct analysis of CAD network/system management capacity planning fault tolerance and disaster recovery.
Develop project work plans/schedules and monitor project resources including staff time vendor work and finances.
Maintain support and administer software applications.
Develop and document user requirements from end-user input for new and/or existing systems business processes and applications.
Implement new/modified processes/systems by performing design application development installation and testing.
Modify CAD software; customize business applications/interfaces.
Provide customer support training and problem analysis for software applications.
Plan and implement systems backups coordinating recoveries including offsite disaster recovery.
Research evaluate and test proposed upgrades and service patches prior to implementation to ensue compatibility and continuity of operations.
Monitor quality and progress; coordinate development maintenance and implementation of new or ongoing CAD GIS applications and relevant street layer information.
Education: Completion of 30 semester or 45 quarter units from an accredited college in computer science computer information systems data processing information management or a closely related field. Emergency Command Center or dispatch job-related experience with Riverside County or its equivalent may substitute for education on a year for year basis.
Experience: Minimum of four years of successful journey level CAD administration support with one of those years including either lead person duties or technically advanced CAD administration job-related work (one year experience as an Public Safety CAD Administrator II will satisfy this experience requirement).
Knowledge of: The principals methods and techniques used in the course of work for this classification series and the principals and techniques applied to CAD devices applications and systems. Knowledge of the principals of organization and administration and the principals of documentation and recordkeeping storage and retrieval is preferred for higher level classes.
Ability to: Gather and analyze data reason logically draw valid conclusions and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; perform systems analysis work and problem solving; interpret and follow written and oral instructions; prepare concise reports and documents; establish and maintain effective working relationships with staff customers other employees and the public; communicate effectively with people at all organizational levels.
CAD Administrator-Related Skills:
Required: Systems analysis theory processes and techniques; project spec development; CAD design and administration; modifying technical and user documentation; prepare flow process diagrams and other design graphics; application of CAD or County standards and conventions for systems analysis and quality assurance; quality and version control processes; use of packaged or off-the-shelf and 3rd party application software including office automation tools.
Preferred: Internal consulting with clients at various levels of the organization; writing code and scripts; writing process descriptions; work with client server environments.
License: Possession of a valid California Driver License may be required.
Schedule: 9/80. CAD Administrators are on call once a month and as needed during an emergent event.
Certification: Fire Dispatch Certificate is required.
