Job Duties
The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as an ELT Policy and Program Advisor. The selected competitive candidate will provide exceptional delivery of services to the agencys Directors Office.
Job responsibilities will include but are not limited to:
The incumbent will report to the Chief Deputy Director of Department of Medical Assistance Services (DMAS) and will be responsible for directly engaging with key stakeholders providing policy analysis and advice to the Chief Deputy and other members of Executive Leadership Team (ELT) and supporting the Chief Deputy on special projects. The incumbent will analyze proposed federal and state policy changes and support the Chief Deputy in communicating key initiatives and policy analyses to the Governors Office external stakeholders and across the agency. Additionally the selected candidate will serve as the DMAS Tribal Liaison.

Minimum Qualifications
Competitive candidates will meet these minimum qualifications:
Considerable experience and understanding of the Medicaid program including its history federal and state authorities and recent federal and state initiatives.
Considerable understanding and work experience with federal rules for healthcare providers.
Extensive work experience engaging with external stakeholders to accomplish project objectives even if stakeholders have competing priorities.
Demonstrated ability to synthesize complex topics and communicate them to external audiences both verbally in writing and in formal presentations.
Considerable experience with analyzing federal and state laws regulations and guidance to understand programmatic impacts.
Considerable skill in identifying and understanding operational changes for programs and services based on policy or legislative changes.
Extensive demonstrated ability to foster cooperative relationships between divisions where ongoing collaboration and shared responsibility are required even if disagreement or discord are present.
Work experience using data to understand programs and problems develop solutions and track outcomes.
Demonstrated ability to meet deadlines and delivery excellent work products.
Experience utilizing Microsoft Office products.
Additional Considerations

Knowledge of DMAS programs and organization.
Legal background/experience.
Experience in healthcare policy evaluation and development and project management or related field.
