We are working closely alongside a Local Authority in Greenwich to assist with the appointment of a Principal Officer on a 3.5month contract highly likely to be extended at clients discretion. Please apply with your CV for immediate consideration.
Rate of Pay: 19.07 24.25 per Hour
Responsibilities:
- To monitor the performance of staff within the team review the allocation of staff in order to optimise the use of staff resources and improve service delivery.
- To lead on keep under review and develop the councils Enforcement of Licensing Scheme(s) Fire Safety PSH Projects and overall improvements in Private Sector Housing (PSH) standards which may be supported through external grant funding where available.
- To support the intelligence led approach to housing enforcement working collaboratively to improve the quality and safety of private sector housing through a range of interventions including enforcement under the Housing Act and other legislation and education and advice.
- To manage and supervise a team of up to seven officers in the provision of private sector property regulation and enforcement.
- To train and arrange training and development for Officers and other staff as required assisting in equipping them to work effectively across the range of duties undertaken by the team.
Qualifications and Knowledge:
- A relevant degree level qualification and member of a relevant professional recognized body (Example. Chartered Institute of Environmental Health Chartered Institute of Housing)
- Indepth knowledge of fire safety regulations including the Housing Act 2004 Building Safety Act 2022 and Fire Safety Act 2021.
- Understanding of and commitment to the Councils equal opportunities policies and ability to put into practice in the context of this post.
Experience Required:
- Substantial and recent regulatory experience in Private Sector Housing including demonstrable experience of having taken high level enforcement work across a broad range of enforcement options.
- A track record of identifying initiating and implementing service improvements and the ability to introduce new systems measure their effectiveness and develop tangible outputs.
Requirements:
- Daily access to a car and a full UK driving licence. Able to attend events and meetings outside normal working hours including early morning inspections under warrant (raids) and contribute to the Councils response to civil emergencies
- Ability to advise support and when necessary lead Team Members undertaking complex work including accompanying them as necessary on visits/inspections and dealing with the subsequent enforcement action.
- Excellent verbal and written all round communication diplomacy and interpersonal skills including ability to present information to an audience and evidence in court.
- Ability to make an effective contribution to the training activities of the Division. Ability to delegate tasks and performance manage staff. Ability to contribute to policy and procedure formulation.
